Duties

Help

The incumbent for this position serves under the general supervision of the Utility Systems Repairer-Operator (USRO) Supervisor and performs a variety of technical and leadership duties within the zone.

In this position, you will:

  • Participate and assure compliance with OSHEM and OFMR safety program.
  • Assure team members receive appropriate training and that they exercise safe and productive work habits, including the proper use of personal protective equipment (PPE).
  • Estimate labor and materials costs from work orders.
  • Assure the continuous operation and monitoring of the Direct Digital Control (DDC) System in order to monitor and control the buildings automated physical plant and related equipment.
  • Lead and instruct coworkers on difficult work operations.  Review work in progress and suggest necessary adjustments in plans and assignments.

Conditions of Employment:

Must possess a current EPA Universal Refrigerant Certification. (You must submit a copy with your application)

Must be available to work any one of the various shifts and/or assigned workdays that include holidays, weekends, and call back emergencies.

Physical Requirements:
Physical exertion is considerable and includes prolonged standing, climbing up and down ladders and scaffolding, working in cramped and awkward positions, reaching, lifting, and bending when using hand and power tools. Weight lifted may exceed 50 pounds with assistance.

Work is performed in any and all areas in and around the Smithsonian complex, including construction sites, both indoors and outdoors. Due to the nature of building construction materials, the types of products used in scientific research laboratories and potentially harmful products that can be released by malfunctioning building systems the incumbent will be in proximity to, and may be exposed to, a variety of potentially dangerous situations (i.e., building flooding, power outages, structural collapse, general construction sites) and substances (i.e., chemicals, raw sewage, asbestos, lead, broken glass) in both construction and emergency situations, as well as during the normal course of maintenance and operation work

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will first be evaluated to determine whether the following screen out element is met:

  1. Ability to lead a full range of operations, maintenance, troubleshooting, repair and control work.

If an applicant meets the screen-out element, the following Job Elements will be evaluated:

  1. Knowledge of equipment assembly, installation, operations, repair and maintenance (HVAC, electrical, steam).
  2. Knowledge of HVAC technical practices (theoretical, precise, artistic). 
  3. Use of Measuring Instruments.
  4. Ability to interpret instructions, specifications, etc. (includes blueprint reading). 
  5. Ability to use and maintain tools and equipment.
  6. Knowledge of Utility System Materials. 

Applicants who meet or exceed the screen-out element will be assigned to one of three category groups based on job-related criteria:


Best Category - Meets the screen-out element and excels in most of the job related elements above.
Good Category - Meets the screen-out element, but does not satisfy most of the job related elements above to a substantive degree.


This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-veterans within each category. A selecting official may make selections from the highest quality category (Best Category) provided no veteran in that category is passed over to select a non-veteran in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.

Veterans who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
