Summary

This position is located in Smithsonian Institution’s Office of Smithsonian Facilities (SF), Office of Facilities Management and Reliability (OFMR).  The incumbent for this position serves under the general supervision of the Production Controller Supervisor.  The employee is responsible for conducting the initial screening of incoming maintenance requests for the most complex projects, develops scopes of work, identifies level of job planning requirements and their relative priority.

Duties

In this position, you will:

For the GS-11:

  • Perform initial screening of incoming work. Assess jobs, assets, and work sites. Prioritize work, develops scope, estimates, bills of material, safety plans, work instructions. Identify tooling, safety, and resource requirements.
  • Develop planning packages for maintenance and repair actions for skill trades. Identify trade requirements, component requirements, asset information, work estimates, equipment, tooling, safety equipment
  • Review job package completion. Identify planning shortfalls, maintenance opportunities, lessons learned, update planning library, asset record information, work instructions, and other related project information.
  • Monitor continuing assignments based on scope of work, duration of project, priorities and deadlines. Coordinate with peers when major problems arise providing technical advice and recommends alternative solutions to various project/problems, techniques, and local policy.  

For the GS-12:

  • Develop, implement and monitor SF Production Plans. Develop final decision for planning packages, work instructions, safety plans, work schedules, and use of resources.
  • Conduct initial screening of incoming work requests for the most complex projects, develop scopes of work, identify level of planning required, prioritize and conduct job site assessments and field surveys. Document site conditions and collect asset information and identify all job-related requirements (such as safety, materials, parts, tools, equipment, BOMs, Drawings, skill sets required, time and labor estimates).
  • Develop master plans for operations, maintenance and constructions implementation, fabrication plans, procurement lists of products and materials to be kitted, work documentation, work and safety plans before kit shipment to work site.
  • Discuss problem areas with concerned personnel and provides technical assistance. Provide technical advice and recommends alternative solutions to various project/problems, techniques, and local policy
  • Research, learn and apply a wide range of qualitive and/or quantitative methods to identify, analyze and improve effectiveness, efficiency and quality. Review project completion to account for planning short falls and update planning library and promote continuous improvement in the planning process to guide OFMR towards improvement of maintenance practices, systems usage and project/program standardization

Qualifications

Experience:

For the GS-11: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-9 level in the Federal Service.  For this position, specialized experience is defined as developing maintenance plans and schedules for skilled trades in an industrial facilities environment, and experience and knowledge of concepts of reliability engineering, maintenance, construction, safety and environmental practices. 

For the GS-12: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service.  For this position, specialized experience is defined as developing maintenance plans and schedules for skilled trades in a facilities environment; mentoring and developing others performing maintenance planning and scheduling as it applies to maintenance, construction, safety and environmental practices. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below:

  • Ability to develop plans and schedules for detailed work packages used in maintenance of electrical and mechanical systems.
  • Skill in assessing complex electrical and mechanical systems from work site visits, survey analysis in order to develop detailed maintenance instructions and information.
  • Ability to communicate in writing to develop master plans for operations, maintenance and construction implementations.
  • Ability to communicate orally to discuss problem areas and provide technical advice and recommendations.
  • Skill in using scheduling software, such as Computerized Maintenance Management System/Enterprise Asset Management Systems and associated libraries used in maintenance planning and scheduling functions.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

  • Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
  • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
  • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
