This is a national position that is responsible for assisting with policy research, development, and management of the Cadastral Survey program in the BLM. Major Duties include, but are not limited to:
You must meet all eligibility and qualification requirements within 30 days of the closing date of this announcement.
Basic Education Requirement: A. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. -or-
B. Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education. -or-
C. Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. (You must show evidence of registration based on successful completion of the written examinations.)
In addition to the basic education requirements, you must meet Specialized Experience Requirements: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled.
For the GS-13: Examples of qualifying specialized experience include experience in professional land surveying work such as planning and directing general surveys and resurveys; researching and interpreting land records and legal decisions; coordinating and integrating segments of survey projects; applying survey and computation techniques; and demonstrated experience in communicating analytical, technical, and legislative information regarding land surveying with government, insurance and legal professionals, and landowners.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. KSA 4: Skill in establishing and maintaining effective working relationships with individuals and groups interested and impacted by survey and boundary decisions made by the Bureau.
