As a CIVIL ENGINEER, GS-0810-11, you will perform the following duties:
1) Develops long range major and minor construction programs based on current Master Plan. Prepares environmental and construction documents to initiate construction projects. Prepares and designs technical architectural and engineering drawings covering such facilities as an armory, warehouse, barracks, administrative housing, training structures, other buildings, and associated utility systems for the Site.
2) Coordinates with other military and governmental agencies such as District Engineers, Department of Agriculture, and Division of Forestry on associated construction/engineering matters.
3) Assist in formulating policies and developing engineering plans for design, construction, replacement, rehabilitation and alteration of real property facilities and equipment; operation of utility systems; and real estate acquisition.
4) Manages the Engineering Plans and Services Division. Assures that the work of technicians, contract employees, temporary and seasonal employees and military personnel of all activities and units engaged in minor construction, maintenance, and repair functions at the MIA meets acceptable standards. Advises, counsels and instructs individual employees on technical matters. Interviews candidates for positions within the Directorate, and makes recommendations for appointments, promotions, or reassignments.
5) Performs other duties as assigned.

A degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
