You will:
-Provide technical support, guidance and advice on Clean Water Act (CWA) Section 404 permits to determine the aquatic resource impacts and recommend methods to reduce or mitigate for project impacts;
-Serve as a Grants or Contracts Project Officer (PO) to provide management of Wetland Development Grants, contracts, and inter-agency agreements;
-Research and analyze studies related to the cause, effects, and prevention of the loss of protected wetlands in Region 2;
-Inform interested parties concerning the interpretation and application of permit requirements and respond to Freedom of Information Act (FOIA) requests and other inquiries from the public.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or inter-agency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
Participation in the medical monitoring program is required.
Pre-employment physical is required and periodic physicals thereafter.
You need a degree or combination of education and experience as described below to qualify for this position.
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as providing technical support on wetland related projects, and assisting in the management of wetland permits and/or grants and contracts.
- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below
- OR an equivalent combination of education and experience.
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as providing guidance and/or advice on wetland related projects, and managing wetland permits and/or grants and contracts.
Your application package will be used to evaluate your competencies in the following areas: 1) Knowledge of a wide range of concepts, principles, and practices of an environmentally relevant life science field; 2) Knowledge of applicable environmental laws, regulations, statutes, enforcement/compliance policies and guidelines sufficient to conduct inspections and support compliance with federal requirements; 3) Ability to analyze and communicate ideas and concepts to policy makers, agency managers, technical staff, state and local governments, other Federal agencies, and private and public sector representatives; 4) Knowledge of regulations, criteria, guidance, policies, and initiatives that impact budgets and contracts; and 5) Ability to review and improve upon existing environmental programs relevant to wetlands.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must have a bachelor's degree from an accredited or pre-accredited college or university in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.
