Duties

H Band Duties: On moderate to complex projects, Incumbent assists journey level engineers in performing the full range of activities associated with project execution including developing engineering designs and site adaptations of standard engineering designs, preparing engineering cost estimates, interfacing with logistics on contract awards and modifications, monitoring contractor performance for quality assurance, reviewing and approving schedules, approving contractor submittal/drawings, ensuring compliance with safety/environmental standards and risk mitigation guidelines, and maintenance of project material inventories. Assists in the inspection of ongoing and completed work; technical review of engineering packages. Applies knowledge of civil engineering principles, theories, and concepts to planning, designing, constructing of National Airspace Systems (NAS) facilities and structures. On small to moderate projects, performs these functions personally and represents contracting officers on-site, providing input on contractual issues.

I Band Duties: Incumbent develops engineering designs and site adaptation of standard engineering designs. Conducts site surveys for facilities and systems, as well as, develops and coordinates project scope, cost estimates, facility and NAS risk mitigation, project schedules, resource requirements, and project closeout for assigned projects. Conducts engineering analysis and studies for establishment, sustainment and maintenance projects. Estimates, manages, and accounts for funding of assigned projects. Initiates, modifies, and assesses task orders/work releases/contracts with TSSC, NISC, and others in response to changes in scope, performance and cost. Reviews and approves contractor submittal. Interfaces with Logistics on contract award, contract modifications and materials acquisitions. Performs the full range of construction and/or installation activities including the conduct of daily operations, overall schedule reviews, drawing approvals, project coordination, safety and environmental requirements, and interfacing with Logistics on contract award, contract modifications and material acquisitions. Performs the full range of COR/TOR duties for implementation construction and installation activities. Accountable for ensuring conformance with established FAA regulations, policies, and procedures. Performs multiple, varying, and complex assignments and plans the implementation of projects/programs under limited direction of a manager, a project/program manager, or more experienced engineer. Applies experience and advanced knowledge of engineering principles, theories, and concepts to accomplish assigned design and installation. Understands how his/her technical area interacts with/is affected by other disciplines, and considers the interactions and impacts of all disciplines on projects. Defines, plans, and organizes assigned resources to accomplish organizational objectives.     

The H pay band is considered developmental and requires less responsibility and more supervision. The I band is considered the full journeyman level. Qualifications

To qualify for this position you must have a degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR (2) include differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR A combination of education and experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (for example, holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). IN ADDITION TO MEETING THE MINIMUM QUALIFICATIONS, candidates must also meet the Specialized Experience requirements as stated below. To qualify for this position at the H band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the G band (FG/GS-5/7/9). Examples of specialized experience include: Work applying experience and knowledge of Civil Engineering theory, practices and techniques and a comprehensive understanding of economics, planning, design and construction practices.

To qualify for this position at the I band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the H band (FG/GS-10/11/12). Examples of specialized experience include: Work applying experience and detailed knowledge of Civil Engineering principles with emphasis in structural analysis of static and dynamic loads and the structures that requires creativity to ensure that structures support and resist the loads, seismic inspections calculations and designs, and a detailed knowledge of principles, theories and concepts of planning, designing, and constructing of facilities and structures found in the National Airspace System (NAS).
