The position works with the Interdisciplinary Team (IDT) to implement projects such as range or recreation improvement projects. Works closely with the interagency road crew and managers to prioritize and implement annual road maintenance. Builds annual and out year work plans for Deferred Maintenance projects and coordinates with the District and State Office Engineer as well as local managers. Works with contractors for facilities maintenance projects and works with managers and the Safety Officer for annual Compliance Assessment Safety, Health, and the Environment (CASHE) inspection/improvements. Updates FAMS database and is responsible for all facilities maintenance including Fort Rock Guard station, LIFC bunkhouses, airport etc.
Physical Demands: Physical demands are varied. Assignments involve office work entailing periods of intense concentration while working on problems, reports, calculations, etc. The position also requires good physical conditioning for review, inspection, and construction work in the field. Required to complete field surveys involving walking, climbing over steep, rocky terrain, hauling instruments and other engineering equipment and supplies, as well as long hours of driving over rough roads.
Work Environment: Environment varies from working in a heated or air-conditioned office to performing outside assignments in temperatures ranging from over I 00 degrees in summer to below zero during winter months. Outside work terrain may involve brushy, wet, steep, rocky terrain or rough or flat arid desert or grasslands. Travel in snow, rain, or on muddy roads may create hazardous driving conditions. In addition to weather, field hazards may include snakes, poisonous plants, and
insects. The incumbent spends a considerable amount of time working in the field. Travel to remote sites with overnight stays during the field season may be common.
You must meet all requirements as described under the Qualifications section in order to qualify.
Basic Requirements: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. The professional engineering experience required for grade GS-7 and above is defined as nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Professional knowledge of engineering is defined as the comprehensive, in depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year professional engineering curriculum leading to a bachelor's degree, or the equivalent. Professional ability to apply engineering knowledge is defined as the ability to (a) apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; (b) adapt and apply methods and techniques of related scientific disciplines; and (c) organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems. Examples of specialized experience for GS-07 include: assist higher level civil engineers in the design and development of drawings and specifications, construction and maintenance programs for major structures, roads, dams, wells, pipeline projects and hazard reduction, developing negotiated contracts, and inventorying, reducing, or eliminating hazards as part of a hazard reduction program.
Or have 1 year of graduate education leading to a master's degree in Civil Engineering or a directly related field, or meet the requirements for Superior Academic Achievement (S.A.A.), or have an equivalent combination of the type and level of experience and education described above.
For the GS-09 Civil Engineer, examples of specialized experience include: assist engineers in the design & development of drawings & specifications, construction & maintenance programs for structures, roads, dams, wells, and pipelines; inventory, reduce, or eliminate hazards as part of a hazard reduction program.
Or 2 years of graduate level education leading to a master's degree in Civil Engineering or a directly related field.
For the GS-11 Civil Engineer, examples of specialized experience include: perform professional engineering work in the coordination & review for survey, design, construction and maintenance of structures, roads, dams, water control structures, storage facilities, range projects, bid draft review, and contract administrative overview. Establish inspection requirements, schedules and control methods, and develop hazard reduction program.
Or 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Civil Engineering or a directly related field.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
