Supervises branch personnel. Responsible for the technical and administrative development, coordination, and execution of the Military Construction Army National Guard (ARNG MILCON, MCNG), Real Property Operations and Maintenance (RPOM), State Capitol Programs (SCFR) for all ARNG facilities. Provides guidance and direction on project scope, engineering and economic analysis, and preparation of detailed project cost estimates, location and arrangement of facilities. Identifies and /or recommends appropriate funding sources, and submits proposed projects to appropriate authority for final approval and funding authorization. Develops and maintains the State's Real Property Development Program (RPDP) and the Facility Installation Stationing Plan (FISP), Responsible for the statewide Installation Status Report (ISR) and Construction & Facilities Management Office's GIS program. Performs other duties as assigned.
SUPERVISORY CONTROLS:
Works under the general supervision of the Chief, CFMO. Performs technical duties on own initiative, and is expected to exercise a high degree of independent judgment in carrying out responsibilities. Decisions that establish precedents are coordinated with the supervisor prior to implementation and NGB as appropriate. Work is reviewed in terms of results achieved in meeting program goals and objectives.
