ADDITIONAL INFORMATION: NGA is seeking a Science and Technology Programmatics Officer to serve as a R&D Broad Agency Announcement (BAA) Solicitation Manager (SM) for the Research Program Execution (RPE) team. The RPE team provides complete life-cycle management for Award actions for Research activities, with a goal to obtain timely and seamless provision of goods, talent, and services by the best acquisition solutions possible. The SM will work closely with the Research Scientists to translate technical requirements and challenges into Requests for Information (RFI), Research Announcements, BAAs, and Challenges for the purposes of obtaining proposals for innovative solutions. He/She will ensure the programmatic structures have answered Heilmeier criteria and that they meet critical project technical objectives, particularly with respect to appropriate proposal milestones, schedule and cost. The SM will be responsible for coordinating with the Office of Contract Services (OCS), General Counsel (OGC), and Financial Management (FM) staff to ensure documents are properly vetted and NGA, Federal and Department of Defense (DoD) Acquisition Guidance and Regulations are followed. The SM will also be responsible for coordinating and leading the source selection evaluation process for proposals submitted through Research solicitations. The SM will educate Research Scientists on source selection procedures, to include the evaluation of technical merit, mission relevance, cost realism/reasonableness, and schedule realism of proposals with respect to the BAAs. Further, the SM will set expectations and manage timelines associated with proposal review to ensure timely contract award and execution of funding. The SM will serve as a conduit for questions and provide assistance to industry and academic partners seeking new business opportunities with NGA-Research. He/She will also lead and conduct customer meetings including Industry Days, Program Kickoff Meetings and demonstrations. This is an Acquisition Position requiring either Defense Acquisition Workforce Improvement Act (DAWIA) Program Management (PM) Level 2 certification or the ability to obtain DAWIA Level 2 certification within 24 months of assignment. SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Experience leading programmatic discussions with government, academic or industry teams. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Engineering, Mathematics, Physical Science, Computer Science, or a related discipline that included 24 semester hours in Engineering, Mathematics, Physical Science, and/or a related Engineering Science such as Dynamics, Electronics, Mechanics, and Properties of Materials. Such coursework includes, but is not limited to, Artificial Intelligence, Cybersecurity, Geographic Information Systems, Machine Learning, Remote Sensing, or Statistics. Although not mandatory, coursework in differential and integral calculus is preferred. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework as listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. 5+ years of experience in an R&D environment providing programmatic support to contracts or programs of size, scope and complexity similar to those at NGA Research. 2. 5+ years of experience managing schedule, budget and programmatic risks for fast-paced advanced technology programs. 3. Experience developing training materials, tools and/or software to enable efficient tracking of proposals and/or a source selection process. 4. Experience with innovative solicitation opportunities is desired; examples include FAR deviations (e.g Commercial Solutions Opening) and non-FAR based awards (e.g. Other Transaction Awards that are not consortium based).
