As a, SUPERVISORY CIVIL ENGINEER, GS-0810-12, you will supervise three or more subordinates consisting of Civil Engineers, Architects, or Engineering Technicians. Selects or recommends employee selection for positions under his/her direct control. Prepares performance standards, and formally appraises work of subordinates. Responsible for reviewing, accepting or amending work of subordinates, and rejecting work not meeting established performance standards. Actively supports and promotes EEO, Upward Mobility, and other special emphasis personnel programs. Maintains an effective position management program, and on an annual basis, reviews subordinate position descriptions to ensure positions are operating as intended and that duties and responsibilities are adequately reflected. Initiates personnel actions such as promotions, reassignments, and performance recognitions. Approves and disapproves leave. Receives complaints and grievances and resolves those which can be informally resolved, and/or makes recommendation for resolution to appropriate deciding official.
AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements in civil engineer.
PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated.
INDEFINITE APPOINTMENT-All others (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. GENERAL EXPERIENCE: A degree in professional engineering is required; you must possess one of the following:
A degree earned from a school of engineering with at least one curriculum accredited by the Accreditation board for Engineering and Technology. OR
A degree earned which includes differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) Strength of materials (c) fluid mechanics, hydraulics; (d) thermodynamics; (E) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such a optics, heat transfer, soil mechanics, or electronics. OR
A combination of education and experience and a Current Professional Registration as a professional engineer or evidence of having successfully passed the Engineer-in-Training (EIT) exam administered by the Boards of Engineering Examiners.
SPECIALIZED EXPERIENCE: GS-12 must have at least 1 year of experience equivalent to the GS-11 level in the administration, management, and supervision of engineering or architect programs and operations pertaining to the design, construction, maintenance and repair of real property facilities and equipment; operation of utility systems and the provisions of fire protection.

FL National Guard employees indirectly report to the governor through the state Adjutant General and have the possibility to be utilized for emergency relief support during natural disasters such as floods, hurricanes, and forest fires, etc. Although not every position requires routine emergency support, all positions are subject to recall around the clock operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.
