The incumbent is responsible for directing and managing the civil engineering program for the district. The incumbent is responsible for performing a variety of duties including, but not limited to, the following:
- Planning, initiating, developing, overseeing and providing civil engineering expertise in the preparation and review of a variety of engineering projects including: buildings, bridges, roads, retaining walls, utility systems, water and wastewater systems, culverts and fish passage structures, pipelines, reservoirs, dams, recreation site facilities and other resource projects.
- Conducting technical studies and investigations and is relied upon as an authoritative source for technical information.
- Serving as the Contracting Officer's Representative (COR) on construction and maintenance contracts; and performing as the COR for the administration of design and construction projects of complex nature.
- Applying engineering judgment in unique situations that are not governed by regulations, precedents, written instructions, or other guidelines.
- Ensuring and providing coordination with a variety of resource specialists and managers for identifying, developing and determining engineering feasibility of various projects in support of the district’s resource management mission and sustained by construction and maintenance priorities.
- Planning work to be accomplished by subordinates; making assignments based on capability and expertise; evaluating the work performance of subordinates; developing performance standards; giving advice or instruction to subordinates on work and administrative matters; resolving complaints from employees; addressing straightforward performance and conduct matters; and identifying developmental and training needs of employees, providing or arranging for needed development or training; and overseeing work of labor/heavy equipment crew.
- Using automated programs to accomplish engineering work.
Physical demands: The work consists of both office and field related work. Field work will require lifting moderately heavy objects under 50 pounds; long periods of standing, walking, or driving over
rough, rocky, uneven, and hazardous terrain; crouching or crawling in restricted areas such as confined spaces, culverts, mines, and tunnels; and climbing fences, walls, and ladders.
Work environment: The field work involves regular and recurring exposure to high risks, discomforts, and unpleasantness such as: high noise levels and hazardous materials; dust and auto exhaust;
climbing through confined space areas; high winds and high or low temperatures; adverse weather conditions; flammable liquids; and heights over 100 feet above the ground.

Basic education requirement: A) Degree: professional engineering. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Selective Placement Factor: Must be a Licensed Professional Engineer, or be able to obtain within 8 months, and maintain a license as a Professional Engineer (PE) that is accepted and has reciprocity throughout the States, in order to provide designs that safeguard life, health, and property.
In addition to the basic education and selective placement factor, to qualify at the GS-12 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Civil Engineer. At this level, experience examples include: serves as a senior staff specialist performing engineering work in construction; maintenance programs for buildings, recreation sites, potable water systems, bridges, major structures, roads, etc.; design and prepare project plans and specifications; provide engineering expertise and technical guidance on various topics; and utilize AutoCAD to accomplish engineering work. Such experience must be sufficient to serve as an expert and oversee the work of others.
