This position resides within the Resources Management Division of Glacier Bay National Park and Preserve and is duty stationed at Bartlett Cove, Alaska. The position focuses on the environmental compliance of park activities in the context of the National Environmental Policy Act (NEPA) and other environmental laws and regulations, including the Wilderness Act and National Park Service (NPS) regulations, policies, and guidelines. In the course of these duties the incumbent:

Researches and prepares environmental compliance documents.
Oversees internal review, and public involvement and review, as appropriate.
Facilitates meetings with the general public, interest groups, and government representatives.
Appropriately engages park staff in environmental compliance procedures and reviews.
Lead/coordinate interdisciplinary compliance teams.
Provides timely oral and written consultations in response to superintendent and division chiefs regarding environmental compliance procedures and documents.
Oversees park responses/reviews of environmental compliance processes/documents as requested by other agencies.
Analyzes NPS project work for potential environmental effects and ensures compliance with applicable policies and regulations.
Analyzes problems in the field of compliance and recommends solutions.
Prepares and manages contracts/agreements for compliance-related work, evaluates work products, and recommends obligation of funds for projects.
As appropriate, coordinates environmental compliance processes at several interagency levels including the Department of the Interior, Office of Environmental Policy and Compliance, Environmental Protection Agency, U.S. Army Corps of Engineers, Federal Energy Regulatory Commission, other parks, the NPS regional office, State agencies, and other governmental and non-governmental resource and regulatory entities.
As an expert, represents the NPS position on issues involving NPS environmental policies and procedures.
Assures that all planning projects undertake the appropriate level of environmental compliance.
Serves as park lead for documentation of park projects/activities on NPS Planning, Environment, and Public Comment (PEPC) website.
Assumes responsibility for key elements of wilderness compliance such as conducting and documenting Minimum Requirements Analyses (MRAs) and Extent Necessary Determinations (ENDs) and coordinating science in wilderness compliance review process.
Works with cultural resources staff to ensure that cultural compliance is completed.
Determines the relevancy, nature, and scope of information required to identify, evaluate, and recommend alternative environmental management strategies and attendant impacts, including biological and physical environmental components and processes, existing human uses and facilities, legal land status, cooperating agency objectives, and public preferences.
Attends meetings, workshops, symposia, and trainings to stay abreast of new environmental impact assessment methodologies, environmental law and policy developments, and wilderness issues.
May give presentations at professional conferences or engage in education of/outreach to the public at appropriate venues regarding park environmental compliance processes.
Regularly participates in unit planning projects, providing expertise on compliance issues and in researching, data gathering, and writing a variety of environmental compliance documents. Assists in developing public involvement strategy, and facilitates public hearings and workshops. Ensures planning projects undertake the appropriate level of compliance.
May assume responsibility for other tasks including elements of research permitting, maintenance of the park's physical and electronic library, and maintenance of Resource Management Division pages of the park website.
May travel to other parks in the Alaska Region to assist with/learn from compliance projects and procedures.

You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
You will be required to complete a one-year trial period.
You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assisting in collecting data, drafting reports, evaluating proposals, and coordinating public involvement and review process for assigned environmental compliance; participating in advising management and staff on environmental compliance processes; applying a variety of Federal regulations, policies, guidelines, and procedures related to environmental compliance; communicating and collaborating with various stakeholders on environmental planning; maintaining administrative records for environmental compliance documents; participating in coordinating with various Federal resource and regulatory agencies and non-government entities regarding environmental issues. You must include hours per week worked.

EDUCATION: Successful completion of a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree or L.L.B. or J.D., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Physical Demands: Work is primarily sedentary in an office environment, but also requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities.

Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can involve moderate risks, discomforts, and unpleasantness such as exposure to dust and cold or hot and dry weather extremes and flights in small aircraft, including helicopters.

Alaska currently does not have a state income tax or statewide sales tax.

Temporary housing may be available.
