As a journeyman level Engineering Technician for Engineering Services, incumbent plans, coordinates, and performs highly specialized technical work associated with the following coordinating outages with the SSC (System Support Center) and AT (Air Traffic) as required for the project.
Is considered a technical expert within the organization for the installation of equipment and systems into the NAS. Work directly supports the objectives of the organization and the safe and continual operation of the NAS. Contacts are both internal and external.
Coordinates activities with stakeholders, provides project status updates, attends project meetings, executes site surveys, participates in Contractor Acceptance Inspection (CAI's) and Joint Acceptance Inspection (JAI's). May serves as COTR (Contracting Officer Technical Representative), overseeing work activities to ensure contract requirements are met. May be required to coordinate between the Project
Engineer and the CO (Contracting Officer) or other stakeholders.
Incumbent maintains technical competency on legacy systems as well as installs and integrates new systems. Uses appropriate technical documentation such as FAA Orders for guidance. Exercise practical judgment and discretion in accomplishing work assignments in a safe manner. Possesses broad knowledge of FAA policies and procedures pertaining to the work environment such as (OSHA) Occupational Safety Health Administration.
Works with a high degree of independence, keeping the manager advised of significant problem areas. Demonstrates comprehensive knowledge of the NAS as an integrated system in order to deal with unusual problems or unanticipated issues.
Provides guidance to other technicians and trainees regarding difficult technical or operational issues. Independently resolves all but unique technical problems. Interprets and adapts technical manuals, manufacturers' instructions, FAA policies and procedures, and other publications. Monitors the quality of installations of NAS equipment and systems. Identifies and reports significant deviations from standards established by the CSA Engineering Services.
Determines the need for and recommends corrective action to remedy quality assurance problem areas. Ensures field installation/construction reports are accurate, contain an appropriate level of detail and are timely. Ensures facility work permits and risk assessments are properly completed and posted.
Receives general program assignments from a supervisor or higher-level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments.
Prepares "end of project critiques" to analyze actual performance vs projected performance (e.g. schedule, budget, quality, manpower, etc).
Extensive travel - Approximately 90% of the work is performed in a travel status at remote locations.
There is no time frame requirement at the Level III/FV-H to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position.
