DUTY 1:
In a Career Broadening capacity as Associate Director, plans, organizes, and manages the activities of the directorate with the director, and serves as the primary advisor to the Commander on all financial issues. Directs the command-wide Financial Management and Comptroller budget, planning, reengineering, systems development, and innovation activities. Manages the development of command-wide long-range financial plans, program goals, policies, and procedures dealing with the Planning, Programming, Budgeting, and Execution System (PPBES). Develops goals and objectives that integrate SpOC and DAF objectives. Advises the Commander on key areas of financial management execution and policy/procedure responsibility. Reviews and structures the organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of administrative issues. Establishes metric and analysis systems for units managed to assess efficiency and effectiveness and compliance with regulatory procedures. Evaluates requirements for additional resources submitted by subordinate supervisors and balances organization needs with overall mission requirements and resource interests.
DUTY 2:
Serves as Senior Civilian Advisor for all SpOC/S8 civilian employees (to include installation-level or other operating locations) and exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Serves as the senior functional civilian advising subordinate staffs and organizations on the civilian development framework and initiatives. Advocates for functional force development initiatives and represents command-wide civilian development at functional panels and boards. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects or recommends candidates for subordinate positions, taking into consideration skills, qualifications, and mission requirements, and EEO and diversity objectives. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees. Makes decisions on work problems presented by subordinate supervisors. Directs self-assessment activities of subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel.
DUTY 3:
As a Career Broadener, leads and manages the completion of special projects, initiatives, assignments and represents the Directorate with a variety of SpOC and functional area organizations. Establishes, develops, and maintains effective working relationships with a variety of high-level offices. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Ensures subordinate units provide customer guidance and training. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Assembles and guides cross-Division Command-wide teams toward the completion of special projects, initiatives and assignments.
DUTY 4:
Conducts managerial and financial reporting on the financial posture of the command and serves as SpOC focal point and advocate for all Financial Improvement and Audit Readiness (FIAR) activities. Develops forecasts of the financial posture of the command based upon financial and resource management information gathered from units and support activities for reporting to OSD through the HQ USSF/USAF and the FIELDCOM. Develops management objectives and a management information system to assess the financial health of the command. Briefs the status of budgets and financial execution to the Commander and OSD and/or HQ USSF/USAF on a regular basis. Provides information to other HQ Directors, Deputy Directors, and Delta/Space Base Delta Commanders with regard to their specific programs and recommends alternatives to financial shortfalls. Provides oral and written financial status briefings to general officers, equivalent grade civilians and senior staff members of Congressional committees. Programs and budgets for systems and associated manpower to gather data and perform required reviews and analyses for managerial-financial reporting purposes.
