BASIC DUTIES AND RESPONSIBILITIES:
The Senior GEOINT Authority (SGA) for Aeronautical Navigation serves as the Senior Representative for all issues concerning Aeronautical Safety of Navigation (SoN), and represents the Director, NGA in the Aeronautical Navigation functional management role. The SGA Aero is the principle representative for analytical and technical issues related to NGA Aeronautical SoN GEOINT initiatives; coordinating, integrating, and orchestrating operations within the aeronautical domain. The individual must understand the SoN information provider/aviator relationship and promote effective user relations.
The SGA Aero has routine and repeated contact with senior intelligence, defense, and national security officials and collaborates with senior level counterparts across NGA, IC, DoD, international partners, industry, academia, and other stakeholders across the aeronautical data domain. These include the International Civil Aviation Organization (ICAO), the Federal Aviation Administration (FAA), Eurocontrol and the European Union (EU), the National System for Geospatial Intelligence (NSG), Allied System for Geospatial Intelligence (ASG) Allied Aeronautical Steering Group (AASG), and others. The SGA Aero must fully understand and articulate national security mission directions, user needs, technical state of the art capabilities, and current research directions. The SGA Aero works in concert with the Aeronautical Navigation Office leadership to develop organizational strategies for future operations, lining efforts between levels of NGA to align goals, objectives, and implementation activities. The SGA Aero guides the development of geospatial data standards, capabilities, tradecraft, and training for the aeronautical workforce.
The SGA Aero has responsibility for ongoing evaluations of mission status and mission assessments as required. Assures investment activities are future focuses, aligned with leadership priorities, working across organizational lines to identify and respond to opportunities, securing funding for priority mission activities where possible. Additionally, the SGA Aero works with office leadership on production activities to align with long term goals within NGA and DoD community guidance and adhere to the requirements and constraints of international treaty obligations, US Code, and international regulatory agencies.
As a member of the Source Component executive leadership team, the SGA Aero is expected to effectively contribute to broader mission modernization efforts (linked to NGA's Strategic Objectives) including data governance, sharing and integration, collection, and dissemination across the Source enterprise. The SGA Aero will purposefully guide modernization by advocating for alternate solutions in the realm of data services and advanced analytics. SGA's must possess the ability to lead people towards organizational vision, mission, and goals. This requires skills in conflict management, leveraging diversity, developing others, and team building.
MANDATORY QUALIFICATION CRITERIA:
Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the Intelligence Community (IC) Senior Officer Core Qualification (SOCQs) Standards, the Technical Qualifications, and education requirements. Failure to meet a Qualification requirement will disqualify an applicant. IC SENIOR OFFICER CORE QUALIFICATIONS
Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standard - Leading the Intelligence Enterprise: Required for all positions effective 1 October 2010. This SOCQ Standard involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. For those without IC experience, draft narrative related to your past experience demonstrating these competencies at a comparable interagency or multi-organizational environment. TECHNICAL QUALIFICATIONS
In addition to the IC SOCQs that are mandatory for all DISL level positions, the employee occupying this position must possess technical qualifications. Applicants will be rated on the TQ's identified below which are essential for successful performance in the position. These statements should be a narrative explanation of your relevant background and experience. They must show that your experience, education, and accomplishments reflect the competence and professional standing required to provide expertise required by this position. Technical Qualification Statements that do not clearly address the qualification criteria will not be adequate for evaluation. (Include as separate attachment, one page maximum per TQ)
1. Demonstrated leadership within and expert level understanding of the US, DoD, and international aeronautical navigation community. This includes the associated organizations in related to aeronautical safety of navigation policies and programs. In depth knowledge of interagency, Inter-Governmental Organizations (IGO), Non-Governmental Organizations (NGO), multilateral and bilateral arrangements that govern aeronautical SoN processes.
2. Demonstrated experience and leadership in aviation operations with a subject matter expertise regarding aeronautical navigation to include electronic charts, digital publications, dissemination requirements, and the regulatory environment that governs military, domestic, and international aeronautical operations, to include experience developing and maintaining relationships with partners from the military services, industry, and academia; both foreign and domestic.
3. Demonstrated expertise in the collection and analysis of foreign and domestic aeronautical information and its translation into digital output for the production of traditional graphic navigation charts, and formatted data for advanced mission planning systems and on-board automated flight management systems.
4. Demonstrated expertise in the provisioning of aeronautical cartographic information including the design, production, and management of aeronautical geospatial information to meet user need. This includes demonstrated expertise in ISO 9001 Quality Management, Radio Technical Commision for Aeronautics (RTCA) DO-200 and DO-201, and FAA Advisory Circular 20-153. Working knowledge of product distribution systems (printing, web presence, app development), and data assurance.
5. Significant executive level experience leading a substantial organization with 50+ persons (directly or indirectly), managing complex projects, operations or production systems; including budgeting, resourcing, and contracts oversight. Requires knowledge of DoD and IC requirements and budget processes to include Agency level PPB&E efforts, requirements adjudication process, and OUSD (I&S) MIP funding profile for SoN missions.
Specialized Experience:
This executive level position requires experience an understanding of aeronautical safety of navigation related organizations, policies, regulations, programs, and modernization initiatives relative to aeronautical vehicle operations and navigation. Candidates should have demonstrated experience collecting and managing aeronautical geospatial data, products, and services. This position requires familiarity with advanced technology capabilities, including artificial intelligence, machine learning, and change detection. Successful candidates will reflect a working knowledge of safety of navigation requirements including data governance, collection, management, data standards, geospatial data production processes and an in-depth understanding of how aeronautical vehicles navigate and the role of aeronautical geospatial data regarding SoN.
OTHER REQUIREMENTS:
1. Applicant selected for this position is subject to the completion of a one-year DISL trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)
2. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.
3. Employment is subject to requirements of the NGA Drug Testing Program.
4. Successful completion of a polygraph examination is required for employment by NGA.
