(1) academic strength and demonstrated interest in federal acquisition law (for junior attorneys) or the depth and quality of their relevant legal experience in federal acquisition law; (2) the depth and quality of their experience in other OGC practice areas identified above; (3) their research, analytical, oral and written communication skills; and (4) their interpersonal skills, including the ability to work both independently and as part of a team, and the ability to establish effective attorney-client relationships.
