This position is located in the Public Buildings Service (PBS), Portfolio Management Division (PMD). This division maximizes and enhances the value of the Public Buildings Service (PBS) real estate portfolio and client relationships.
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Detroit, MI; Grand Rapids, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN and St. Paul, MN. The GS-11 salary range starts at $72,553 per year.
The GS-12 salary range starts at $86,962 per year.

To qualify for the GS-11 level, you must possess one of the following: (1) At least one year of specialized experience, as defined below, equivalent to the GS-09 level in the Federal service; (2) A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, OR (3) Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
One year of specialized experience equivalent to the GS-9 level in the Federal service is experience using Computer Aided Design (CAD) and Computer Aided Facilities Management (CAFM) software and programs to input and edit spatial data and to create, edit and print drawings, space assignment floor plans, etc., for commercial office buildings. This experience must also include reviewing proposed changes to spatial data management (SDM) policy and/or standard operating procedures; interpreting technical information into non-technical terms; and managing portions of SDM projects from project initiation phase through closeout including guiding project team members to accomplish goals and objectives.
To qualify for the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service as described below:

• Knowledge of qualitative and quantitative techniques required to monitor resources and to analyze the effectiveness and efficiency of Spatial Data Management (SDM) program and data management activities.
• Skill in fact-finding and research methods required to gather, monitor and manage technical and program data relating to compliance with national Spatial Data Management (SDM) program requirements and documentation standards.
• Knowledge of the Computer Integrated Facilities Management (CIFM) program, Computer Aided Design (CAD), and Computer Aided Facilities Management (CAFM) regulations, methodologies, and policies to provide sound technical guidance and manage assigned program activities.
• Knowledge of project management principles, processes and methodology to execute information management projects assigned.
• Ability to operate Computer Aided Design (CAD)/Computer Integrated Facilities Management (CAFM) software and programs to input and edit spatial data and to create, edit and print drawings, space assignment floor plans, etc.
• Ability to read and interpret architectural floor plans as demonstrated by prior work experience as an Interior Designer or Architect.
• Knowledge of standard industry software packages and applications, including office automation hardware capabilities and system applications such as Microsoft Word, Microsoft Project, Excel, Computer Integrated Facilities Management (CIFM) web-based applications.
• Skill in operating related equipment, such as printers, CD-ROM and various other standard office equipment and to verify and integrate technical building and CAD data input to other tracking and billing systems such as REXUS, OASIS Tools and reference materials.
• Ability to communicate effectively orally and in writing as a consultant and subject matter specialist as demonstrated in prior experience, including the ability to conduct training and articulate policy and program guidance clearly and concisely.
