MAJOR DUTIES AND RESPONSIBILITIES:
1. FUNCTIONS: Provides professional management analysis consultations to VHA offices, network, and facility management concerning planning and coordination on academic detailing data resources for the purpose of promoting evidence-based practices throughout VHA.
2. PROGRAM MANAGEMENT AND IMPLEMENTATION. Holds a position which acts as a technical advisor and represents multiple Veterans Integrated Service Networks efforts to improve medical care. The incumbent will utilize data analysis to measure programming impact and to trend changes in metrics. The incumbent will develop goals and a vision for the program and will assist with future program development. Familiarity with VA rules, VA clinical direction, ethical conduct, and CPG implementation process will be required to attain a position of clinical leadership.
3. LEADERSHIP FOR HIGH RELIABILITY ORGANIZATION: Provides leadership in the utilization of evidence-based strategies to improve healthcare (e.g., implementation science, change management, adult learning theory, etc). Actively seeks educational advancement in areas such as Project Management, Lean, Six Sigma, Change Management, etc.
4. RESOURCE OPTIMIZATION: Optimizes the availability and efficient use of resources and services. Demonstrates efficiencies through private sector partnerships, technology and improved business practices. Continuously seek ways to improve productivity and effectiveness. Collaborates with VISN Academic Detailing program officials, Office of Patient Care Services, Specialty Care, Primary Care, Mental Health, and VHA National Leadership Council committees (e.g., CMO, Health Academic Detailing and other customers (e.g., CDC, GAO, OMB, Congress).
5. COLLABORATION WITH STAKEHOLDERS: Supports Executive Director and Deputy Chief Consultants (PBM), national Pain Management Opiod Safety Program (PMOP), and VISN initiatives, through communications to the Associate Chief Consultant and Assistant Chief Consultant.
6. CLINICAL INFORMATICS/HEALTH ECONOMICS: Participates in data mining, aggregating, analyzing, and interpreting data from clinical information systems to improve outcomes among veterans while maintaining veteran safety and confidentiality.
7. QUALITY ASSURANCE/PROCESS IMPROVEMENT: Supports quality assurance and process improvement initiatives.
8. TRAINING AND EDUCATION: Masters skills and applies mastery as part of training program: Participates in training in Microsoft SQL Server Database Development and Microsoft SQL Server Business Intelligence Development.
9. OUTCOMES ANALYSIS: Monitor outcomes of educational outreach programs, including cost-containment, healthcare resource utilization, and clinical patient information; provide feedback of successes for continued motivation and support for any necessary changes. Continually monitor new literature, evidence, and pricing changes to improve care and cost-containment.
10. CUSTOMER SERVICE: Identifies customer/patient situation properly and performs the tasks to resolve the problem accurately and professionally. Manages information security within areas of responsibility to assure computer system security and confidentiality of sensitive information is maintained.
11. PMOP SUPPORT ROLE: The incumbent provides senior PMOP leadership with support on matters involving policy, correspondence, leadership, and governance of activities in the Veterans Health Administration (VHA) and may be called upon
to act on behalf of the Director, Pain Management or other PMOP leadership, as appropriate, during his or her absence.
