Provides expert advice on data analytics strategies, including the design and implementation of innovative tools that support organizational goals. Advises leadership on how to leverage data analytics for operational improvements and customer engagement. Partners with cross-functional teams on pilot initiatives and supports the development of data-related technologies and methodologies that enhance decision-making and overall efficiency within PBS. Engages with key stakeholders to guide the use of data analytics in strategic planning, project execution, and performance management.
Collaborates with Portfolio Management and Customer Engagement teams to assess their specific data needs and develop tailored analytics solutions that support strategic objectives. Works with these teams to improve data-driven decision-making, ensuring that data analytics tools meet evolving operational requirements. Facilitates collaboration between technical and non-technical stakeholders, translating business needs into technical specifications.
Collaborates with other subject matter experts or stakeholders to select the relevant sources of information, as needed, to perform job duties and makes strategic recommendations on data collection, integration, and retention requirements incorporating business requirements and knowledge of best practices. Provides strategic and technical guidance and hands-on support in the transfer of any required data needed for ad-hoc and ongoing analyses.

The GS-14 salary range starts at $122,198 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is experience leading, coordinating, and overseeing the development, maintenance, and management of data analytics tools that support decision-making and operational efficiency across an agency; using data standards and protocols to ensure data integrity and accuracy; collaborating with Portfolio Management and Customer Engagement teams to meet specific data needs; and optimizing the use of data to drive operational efficiency, improve resource management, and support informed decision-making across the organization.

Knowledge of analytical and evaluative methods, plus a thorough understanding of how data and information management and acquisition programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with policies and regulations, and in measuring and evaluating program accomplishments.
Skill in applying advanced data analytic principles, concepts, methods, standards, and practices
Ability to communicate moderately complex ideas in written in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives.
Analytical skills to apply a wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness, or the improvement of management processes and systems.
