As the Financial and Analytics Director (Supervisory Financial Analytics Specialist), you will:
Manage staff members performing a full range of research, reporting, analysis and evaluations of information and data collection to include conducting analysis, trending, forecasting, interpretation of data, financial planning and analysis of key performance indicators, as well as the analysis and reporting of Agency-wide results to leadership. Data includes but is not limited to measures and data elements relevant to budgetary, accounting and financial statement data, risk information, a portfolio of financial products, factors relating to present value estimates (Federal Credit Reform Act of 1990), and indicators of mission-value such as development and policy impact.
Provide direction on the analysis of Agency performance using monetary and non-monetary measures and key performance measures, within a framework which aligns to management's strategic planning for resources, as well as the defined priorities of the Board and the US Government as a whole. Analysis includes, but is not limited, to risk, productivity, and mission-achievement, as well as developing financial models to support projection and determine uncertainty around priority measures.
Manage an internal and external performance measurement development and maintenance process, including establishing data definitions, developing sound measure methodologies, and managing the quality assurance reviews of performance data.
Oversee accurate and timely reconciliations, compilations, and analyses of information and distribute to the appropriate internal and external stakeholders.
Develop and drive plans to implement technology and software supporting financial management and data analysis. Reviews software planning, testing, and drives the adaptation and adoption of these tools to the DFC environment.
Performs the full range of supervisory functions.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-15 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as experience which is directly related to the line of work of the position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of the position to include:
1) Experience in leading the collection and analyses of factors relating to portfolio risk measures, including present value estimates and risks related to corporate or project financing (e.g., Federal Credit Reform Act of 1990, Current Expected Credit Losses, Value at Risk measures, etc.);
2) Experience utilizing databases and software (e.g., Python, etc) to review data entries, reconcile, and extract data to produce recurrent financial and performance reports;
3) Experience independently conducting financial modeling;
4) Experience capturing complex financial and accounting analyses data in various formats such as reports and presentations using charts and graphs;
5) Experience maintaining, modernizing, and adapting systems to meet organizational data and analytical needs; AND
6)Experience independently communicating complex financial information to senior leaders and officials.

Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee's duty location.
