The Deputy Director of ASA is responsible for a wide variety of supervisory and management roles in the office. The Deputy Director serves as Acting Director in the Director's absence and discharges all the functions of the Director during that time, supervises all the support staff for the office, and functions as the office's appellate coordinator. The Deputy Director advises and works with attorneys drafting key district court briefs such as those in high-profile cases involving novel questions of law and cases involving extremely high dollar value. The Deputy Director personally handles high-profile and complex cases, as duties permit. The Deputy Director reviews and analyzes pending and proposed legislation and draft regulations, as well as works together with the Director to make hiring, promotion, and human resources decisions in accordance with the individual's merits and Department regulations and policies.

The Torts Branch (Branch) is responsible for the defense of the United States and its employees in tort litigation seeking monetary judgments for damages resulting from negligent or wrongful acts. The Branch also prosecutes a significant number of affirmative tort claims to recover for damages to government property. ASA is one of the four sections in the Branch. ASA handles aviation, space, and admiralty cases and claims. ASA handles a variety of actions that fall under admiralty jurisdiction, including maritime tort, maritime contract, and vessel pollution cases including environmental actions and administrative procedure actions arising from vessel oil spills. On the aviation side, litigation arises from the government's varied activities in the regulation of air commerce, the operation of the nation's air traffic control system, and the government's operation of its own civil and military aircraft.
