As a Accountant (Staff) you may:
- Oversee the resolution of audit issues that have significant impact on the attainment of program financial/accounting objectives.
- Evaluate proposed corrective action plans required to address compliance and internal control issues in accordance with applicable Federal Acquisition Regulation (FAR) cost principles.
- Advise on the establishment, implementation, and interpretation of accounting policies, exercises authority, professional judgement or discretion in providing advice and consultation to program personnel, grant/contract specialists, awardees and others on a broad variety of audit and internal control related issues.
- Consult senior management of significant changes in statute, regulation as well as trends in professional accounting/auditing standards, their impact and implementation options and strategies.
- Serve as a key technical advisor to auditors, auditees, grant/contracting officers and agency personnel on the single audit requirement, Federal Acquisition Regulation, OMB auditing standards for financial assistance, and internal control related issues.
- Establish an annual financial profile of financial award recipients using a risk-based approach to identify the appropriate oversight of awardees subject to audit including the types of audits that are to be performed pursuant to OMB guidance.

Qualifications
You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-15: You must have one year of experience at a level of difficulty and responsibility p to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Overseeing the resolution of significant audit issues impacting program objectives related to the Single Audit Act. Reviewing and analyzing audit work packages and supporting documents in support of awardees' positions relative to audit findings; AND
- Tracking, monitoring, and addressing audit findings issued against financial assistance awardees, ensuring that awardees establish corrective action to address compliance and internal control issues in accordance with applicable Federal Acquisition Regulations (FAR) cost principles; AND
- Researches and interprets Federal Acquisition Regulation (FAR), Generally Accepted Government Auditing Standards (GAGAS), audit regulations and precedents as embodied in legislation, and a variety of standards and practices.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You MUST submit at least one of the following:
- Copy of your Transcripts or equivalent; OR
- Certificate as Certified Public Accountant (CPA); OR
- Certified Internal Auditor (CIA)
Position/Series Education Requirements is:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours (THIS MAY NOT INCLUDE BUSINESS LAW CREDITS), but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A;
AND
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
