Specialized Experience: For the GS-14, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience is defined as advising on and independently performing the following:
- Providing human capital support to senior leadership on various human resource disciplines, such as recruitment, staffing, classification, compensation, position management, and policy; AND
- Developing or modifying Human Resource policies or standard operating procedures for an agency, bureau, division, or department; AND
- Providing extensive knowledge of analytical and evaluative methods for assessing Federal human resources programs and delivering a full range of support for the implementation of human capital plans, policies, and practices; AND
- Providing human resources consultative and technical services to senior officials; AND
- Leading management in change initiatives.
