Works in the Directorate of Plans & Force Management, reporting to the Strategy & Innovation Division Chief. Serves as project manager responsible for the management of various project types to include implementing business systems, organizational transformation initiatives, and business transformation for Nonappropriated Fund activities. Project management responsibilities include: initiation. planning, direction, coordination, implementation. execution, monitoring. controlling. and closing the project - on time, within budget and scope. Ensures alignment with organizational strategy. commitments and goals. Assists in defining the project scope, requirements and objectives, involving all relevant stakeholders and ensuring technical feasibility, when applicable. Works directly with project owners and/or leads to ensure on time deliverables that fall within the applicable scope and budget. Develops and maintains comprehensive project plan to share with stakeholders and used to oversee all aspects of projects in order to monitor nod track progress. Sets deadlines, assigns responsibilities, monitors and summarizes progress through completion. Accomplishes annual budget reviews, requests additional funds (when necessary), and completes receiving of invoices as deliverables are met by contractors. Manages changes to the project scope, schedule and costs using appropriate techniques. Coordinates with AFNAFPO for modifications of Statements of Work and/or contracts. if applicable. Closely coordinates and controls project change requests with functional users. Effectively communicates project progress to team members, sponsors and stakeholders in a timely and clear fashion. Manages the relationship with and between all stakeholders. Accountable and responsible for precisely communicating risks, issues, or opportunities that cannot be resolved or acted upon at a project level. Prepares reports and briefings for upper management regarding status of project and escalates issues as needed. Interacts, collaborates and coordinates with the project sponsor. project team. other departments. and third parties/vendors during execution to ensure adherence to project goals and alignment with business needs during each phase of the project. A wide degree of creativity and autonomy is expected. Uses and continually develops leadership skills via online or in residence courses. Attends conferences and training as required to maintain professional proficiency. Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
