The Deputy Vice Chairman serves as a Veterans Law Judge and a member of the Board's top leadership team. Veterans Law Judges occupy unique positions of trust and are recommended by the Chairman of the Board of Veterans' Appeals and appointed by the Secretary of Veterans Affairs, subject to the approval of the President of the United States.
The incumbent is responsible for overseeing the work of Veterans Law Judges, counsel, and other legal support personnel working to identify, appropriately consider, and resolve these appeals to the Board.
Confers with top staff and officials of the Department and other governmental agencies, Members of Congress and officials of veterans' organizations, maintaining a variety of contacts which influence the Department.
Represents the Department before congressional committees and in other hearings and interdepartmental conferences and meetings.
Oversees the overall activities of the professional and administrative services of the Board and effects necessary innovations and changes in operations.
Functions as a member of a cohesive management team tasked to ensure the Board' s organizational goals are achieved through proper leveraging of human and financial resources to maximize efficiency and produce high quality results.
Responsible for developing, establishing and maintaining standards of quality, productivity, timeliness, security, organizational support and service to accurately measure the efficiency and performance of all professional and administrative personnel.
As a Veterans Law Judge, presides over formal, quasi-judicial hearings, adjudicates appeals, and issues written decisions. Rules on motions for reconsideration of decisions and directs cases with specialized circumstances be advanced on the docket in accordance with applicable law.
Supervises a cadre of Veterans Law Judges, decision-writing attorneys and/or law clerks; and support staff, directing training, as necessary, on matters of substantive and procedural Veterans' law; ensuring cases are decided efficiently and expeditiously in accordance with the law; mentoring and developing staff; and adhering to the Department's ICARE values (integrity, commitment, advocacy, respect, and excellence) while maintaining the highest ethical standards of public service.
Education: Applicants must possess a LL.B., J.D., or LL.M. degree. (On your resume provide the year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.) AND
Licensure: Applicants must be an active member of the bar and in good standing, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia.
