The incumbent in this position needs to be trained and certified as Contracting Officer's Representative (COR). The responsibilities of COR are described in Contracting Officer's Technical Representatives Handbook. The Liaison works in partnership with the Contracting Officer. Contracting Officers and CORs have both separate and mutual responsibilities. CORs support the Contracting Officer. As a team, they must ensure that program requirements are clearly defined and that the contract is designed to meet them. Together, they are responsible for ensuring that competitive sources are solicited, evaluated, and selected. They must establish quality standards and delivery requirements, and make sure that these are met. While the contract is in force, CORs monitor compliance with all contract terms and conditions, and must report any deviation to the Contracting Officer.
The Senior Social Worker selected for this position will need to have experience that demonstrates possession of advanced practice skills and judgment, especially in crisis intervention and working with an interdisciplinary team. They will be using short-term, solution focused counseling with individuals and families who may be in crisis as well as providing education and referral for resources and benefits, case management, and post-intervention follow-up.
