As one of several Airway Transportation System Specialists, this position is responsible for applying broad experience and comprehensive technical knowledge of aviation equipment, and airport traffic systems to analyze the most complex NAS automation equipment in order to develop and evaluate new and existing training initiatives, and coursework. This work is critical to the safety of the National Airspace System (NAS) and contributes to Federal Aviation Administration (FAA) Safety Culture efforts.
As a technical expert, uses experience operating and maintaining NAS terminal and/or en route surveillance equipment, facilities, services and systems such as the ASR-9, Mode-S, and/or the CARSR to review and evaluate NAS change proposals for impacts to national training courses. Applies experience providing On-the-Job Training (OJT) in an FAA facility or airport to serve as a principal technical specialist in the analysis of current training courses and curricula to determine the need to revise them or to develop new courses related to en route/terminal surveillance to plan the scope and development of new courses. Monitors and reports on progress to all stakeholders. Evaluates technical training operations requirements by preparing objectives, writing course material, preparing lesson plans and examinations, and by designing and developing training course-ware. Resolves highly complex issues and unique problems that significantly effects technical operations training operations and procedures.
Using field experience installing or maintaining technical equipment, the Requirements Specialist researches and analyzes new technologies for contribution to FAA's short- and long-term training development goals. Incorporates existing and new emerging learning technologies into training delivery strategies and provides customers with training products and services required to conduct and support FAA operations. As requested by the operational service units, uses experience working on joint labor/FAA workgroups to develop and implement new and recurrent training courses. Contacts are both internal and external to the ATO, and in some cases to the FAA as a whole. Often represents the Group/Directorate as a primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Coordinates with and advises representatives of the ATO operational service units to design, develop and integrate business approaches to maximize technical operations training. Plays a lead role in drafting, reviewing and editing reports or course outlines for final approval prior to implementation.
Receives general program assignments from the Surveillance Requirements Lead, who provides general guidance for addressing issues. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments. The Team Manager reviews work for compliance with established policies and sound technical and programmatic judgment.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE IS DEFINED AS:
Experience testing and repairing surveillance systems to prepare objectives, write course material, and to prepare lesson plans and examinations,
AND
Experience installing or maintaining technical equipment to analyze new technologies for contribution to FAA's short- and long-term training development goals.
