The Outpatient Pharmacy Program Manager is responsible for the professional and administrative management of outpatient pharmacy locations in the VA Eastern Colorado Health Care System. Responsibility includes oversight of all outpatient pharmacists in assigned areas and pharmacy technicians staffing in outpatient operational areas.

Duties and skills needed to be successful in this position include, but are not limited to:
A. Program Management
1) The incumbent has full line supervisory authority over outpatient pharmacy which may include the Rocky Mountain Regional outpatient and SCI pharmacies in Aurora, and Floyd K. Lindstrom CBOC in Colorado Springs. The incumbent ensures that services provided meet or exceed professional and legal standards. Management efforts emphasize supervision of day-to-day details and operations of the outpatient pharmacy and call center.
2) Plans and assigns work to be accomplished by subordinates based on established priorities, selective consideration of the assignment's difficulties and requirements, and capabilities of the employees. The incumbent reviews the work of subordinates and accepts, amends, or rejects it as appropriate.
3) Interviews employee candidates and recommends appointments, advancements, or promotions to the appropriate approving official(s)
4) Manages affirmative action initiatives, grievances, EEO complaints and labor management issues while effectively supervising staff.
5) Responsible for assigning duties; development of performance standards and performance evaluation; recommendations for appointment, awards, advancement, and, when appropriate, disciplinary action.
6) Regularly evaluates workflow methods and independently makes changes to minimize patient medication order turnaround time, in addition to making recommendations to the Associate Chief/Chief relative to future needs for space, equipment, and personnel.
7) The incumbent is required to cooperatively resolve routine and complex problems that affect other Pharmacy sections and/or other medical center services so that little or no intervention is needed for a higher-level supervisor.
8) The incumbent defines and establishes effective process monitors and quality controls for the proper surveillance of the accuracy and integrity of medication management systems within incumbent's area.
9) The incumbent plans short- and long-range objectives, achieves results, and ensures customer satisfaction to the extent possible within resource constraints.
10) Works with providers to ensure compliance with national, VISN, and local initiatives.
11) Serves on medical center and/or VISN committees as requested.
12) Adheres to all medical center and department policies and regulations.
13) Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties. Acts as necessary to report and address violations of information security.
B. Education and Research
1) Participates in the training and in-servicing of pharmacists, pharmacy technicians and other medical center personnel as required.
2) Is skilled at using both written and verbal communication techniques in teaching others.
3) May serve as preceptor for pharmacy students and pharmacy residents in accordance with established policies.
4) Assists in new employee orientation sessions as scheduled.
C. Customer Service
1) Treats patient, team members, other facility employees and visitors with respect. Responds to the needs of the service in a courteous and timely manner.
2) Demonstrates appropriate and proactive interpersonal skills to achieve the goals of the service. Acts as a team member and is always supportive of the group's efforts .
3) Demonstrates an ability to work under a variety of circumstances to maximize group productivity and quality.
D. Telework - The following duties are acceptable for telework:

The incumbent independently plans and carries out day-to-day operations and handles problems and deviations in the work assignments in accordance with policies, training, and accepted practices in the Service. Work is reviewed for adequacy of results.
