This position serves as the Director, Office of Tribal Self-Governance (OTSG), Indian Health Service (IHS), an agency within the Department of Health and Human Services. The OTSG is located in the Office of the Director at IHS Headquarters in Rockville, Maryland. Duty station will be negotiable and will be based on the needs of the Indian Health Service.
The OTSG is responsible for implementing Tribal Self-Governance legislation and authorities in the IHS under Title V of the Indian Self-Determination and Education Assistance Act, Public Law 93-638, as amended. OTSG is further responsible for developing and recommending policies, administrative procedures, and guidelines for IHS Tribal Self-Governance activities, with maximum input from IHS staff and workgroups, Tribes and Tribal organizations, and the Tribal Self-Governance Advisory Committee. The Office advises the IHS Director on Agency compliance with Self-Governance policies, administrative procedures, and guidelines and facilitates the resolution of problems through coordination with appropriate IHS and HHS staff; assists Tribes and Tribal organizations in implementing the Tribal Self-Governance Program (TSGP); oversees the negotiation of Self-Governance compacts and annual funding agreements with participating Tribal governments; and identifies funding necessary for annual funding agreements and prepares annual budgets for available Tribal shares in conjunction with IHS Area and Headquarters components.

Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
Standards of Conduct/Financial Disclosure

The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
