Serves as a primary source of expertise, management and oversight of over $100M in contract administration, Blanket Purchase Order “BPO” agreements for franchise fund financial operations for the Product Services Group. They will use knowledge of franchise fund, appropriations law and government budgetary policies and regulations to maintain business operations and coordinate with the Chief Financial Officer, coordinating contract package development for packages over $10M. Provides financial guidance on complex events such as Capital Investment Programs, Service & Parts Programs, National Wireless Program, Personal Property Program, Acquisition Programs, Inter/Intra Agency Agreements, and Financial Accountability.
Accomplishes tasks assigned to the organization through supervision of subordinate employees. Exercises the authority for supervisory responsibilities for work of subordinate employees at the organizational sub team level. Managerial duties include but not limited to: hiring personnel, promotions, setting goals and organizational priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, awards/recognitions and take or recommend corrective/disciplinary actions as appropriate. Fosters a work environment where all employees are treated in a fair and equitable manner. Effectively manages and motivates subordinate employees to improve performance, encourage innovation and creative thinking, and maintain focus on customer services.
Provides oversight to direct reports for high level financial analysis and interpretation of detailed financial reports. Reviews the group’s financial health through agency financial statements. Makes recommendations to Group senior leaders and stakeholders based on accounting principles, law and financial management practices. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Develops new and innovative concepts, approaches, methodologies, techniques and policies as related to documenting, monitoring, analyzing and reporting financial transactions of the business. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion to govern work at the sub team level.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget, staff and other resources to accomplish sub team or organizational goals. Leads the Product Services Group budget planning process. Applies franchise fund and appropriated fund policy and procedures as related to business operations. Assists in the development of annual business plans and operations goals. Guides sub team managers and other stakeholders through business projections and forecasts. Assists in the development of business strategies for pricing, cost of goods sold and revenue and expenditures for parts, services and administrative cost. Regularly monitors budget to actuals and prepares recommended of action for higher-level managers. Projects short-term and long-term sub team objectives as they relate to agency goals. Measures the health of the Group to organizational goals and objectives, reports to stakeholders and recommends corrective actions.
This position requires involvement with and access to classified materials involving Customs & Border Protection Law Enforcement systems, projects, programs, files, drawings and data. The applicant will be required to successfully complete a high risk security level clearance (i.e. Background Investigation).
To qualify at the FV-J (GS/FG 14/15) level you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-I (GS/FG 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
