The incumbent serves as the program manager for a complex natural resource inventory and monitoring program and all related activities, including data and information management, analysis, reporting, and outreach. As primary scientific advisor, the individual directs the development, implementation, and assessment of long term monitoring protocols to determine the status and trend of natural resources in nine National Park units across a four-state area. Duties include supervising and evaluating a staff of scientists and technicians; developing annual work plans; managing a budget; serving as the technical representative for contracts and agreements; developing proposals and forecasting future spending; assessing data quality and analytical techniques; and supporting NPS and regional priorities. Strong interpersonal skills are required to work cooperatively with park and regional staff, researchers, contractors, academic partners, and other agencies. The position requires good skills in oral and written communication in order to communicate policy, procedures, and scientifically defensible findings. Written documents will include annual summary reports, protocols and standard operating procedures, and peer-reviewed journal articles. Information will be presented orally to a wide range of audiences including network staff, park superintendents and natural resource managers, the scientific community, and the public. Ashland is a community of about 9,000 people located in northern Wisconsin, approximately 75 miles east of Duluth, Minnesota, on Lake Superior.
