The Manager is responsible for formulating, advising, coordinating, and executing policies and procedures to ensure the financial stability of business management programs. This includes supporting long-term budget planning, integrating account and budget data to assist in program planning and decision-making, managing and overseeing contracting, and advising on AHR’s budget. The role involves managing funding allocations, monitoring performance against expenditures, and conducting complex analyses of payroll, resource allocations, spend plans, variance analysis, contracts, and funds reconciliation.
The incumbent is also responsible for advising on AHR’s business planning. They serve as the first-line supervisor, directing the work of subordinate employees that carry out financial, contracts, process improvement, position management and staffing actions for AHR.
Advises on AHR budget management program, encompassing the formulation, justification, and presentation of the office's multi-year budget. They oversee staff in developing and reviewing annual budget submissions, hiring plans, spend plans, and contracts. Additionally, they manage the branch responsible for AHR’s budget and contract functions, ensuring effective recommendations, formulation, analysis, and execution of budgetary processes. They provide financial and staffing strategic and operational advice and reports to the Division Director, Deputy Executive Director, Executive Director and AHR senior leaders. Fine attention to detail is critical to the success of this position.
In this role, the incumbent advises senior staff on all technical aspects of budget execution and formulation and serves as the primary advisor on related policies and issues. They coordinate fund control transfers and reprogramming actions, oversee budgetary resources, and ensure compliance with legal requirements.
The incumbent manages AHR procurement and contracting programs, including recommending procurement and contract options to AHR leadership, and overseeing approved contracts, managing AHR’s fund certification program, including ensuring efficient, innovative, and appropriate reporting for AHR monetary awards, training, and personnel actions.
Advises AHR’s on strategic business planning operations, including but not limited: leading the development and recommendation of AHR organizational performance measures (e.g., business plans), to include tracking the execution of performance measures and recommending improvement actions to AHR leadership; leading the maintenance and implementation of AHR’s strategic framework, including ensuring alignment to the AHR business plan and FAA and DOT strategic direction, developing metrics, and tracking AHR directorate execution towards that framework; facilitating the development of AHR’s human capital planning; and continuously evaluating AHR strategies and business plans using validated improvement methodologies.
Managerial duties affect employees of one organizational unit/project/programs and include: strategic planning; communicating the organization's vision and objectives. Plans and assigns work, set priorities, resource utilization, and allocation/distribution of funds. Ensures equity in the development of performance standards and in the evaluation of performance; communicates/reinforces EEO concepts and principles in all areas of responsibility including selections, training, and promotions.

Interpreting and applying fiscal policies to define and develop internal procedures relating to budget execution, reporting, and oversight to prevent or predict potential issues, and propose recommendations to senior leadership to address or mitigate fiscal and operational risk. of laws, regulations, policies, methods, and procedures of the Federal budget process that apply to Planning, Formulation, and Execution.
Managing and obligating funds for shared services such as working capital funds, reimbursable services, or corporately assessed funds.
Conducting analysis, interpreting, and providing advice on the application of appropriation law, legislation, legal decisions and opinions, regulations, and directives.
Experienced in the application of laws, regulations, policies, methods, and procedures of the Federal budget process that apply to Planning, Formulation, and Execution.
