The Deputy Chief Artifical Intelligence Officer reports to the Principal Deputy Chief Information Officer. The primary responsibility of the incumbent is to serves as the principal advisor to the Chief AI Officer (CAIO)/Chief Information Officer (CIO) on all matters relating to the integration, development, and utilization of artificial intelligence (AI) technologies with the Office of the Chief Information Officer (CIO). The DCAIO provides strategic direction, oversight, and guidance to ensure the effective implementation of AI initiatives that align with the HUD and CIO mission, goals, and objectives. Additionally, the DCAIO collaborates with stakeholders across government agencies, industry partners, and academic institutions to advance the adoption of AI technologies and drive innovation in support of national priorities.
Deputy Chief AI Officer (DCAIO) will hold primary responsibility in the agency for coordinating the agency's use of AI, promoting AI innovation in the agency, and managing risks from the agency's use of AI. The DCAIO will work in collaboration with the Chief Technology Officer, Chief Data Officer, and Chief Information Security Officer along with all HUD Program and Support offices. In accordance with agencies operating under the CFO Act, the DCAIO must be a position at the Senior Executive Service, Scientific and Professional, or Senior Leader level, or equivalent.
In accordance with Executive Order 14110: Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, AI will be used to make decisions and take actions that have a consequential impact on the lives of individuals, the government has a distinct responsibility to identify and manage AI risks.
The incumbent is responsible for the following:
Strategic Leadership: Develop and communicate a comprehensive AI strategy that supports the CIO's mission and objectives. Lead the identification of opportunities for leveraging AI to enhance operation efficiency, improve decision-making processes, and drive innovation across HUD.
Technology Integration: Oversee the integration of AI technologies into existing systems and processes to enhance functionality, optimize performance and achieve organizational objectives. Identify emerging AI technologies and trends to inform investment decisions and maintain technical relevance.
Policy Development: Collaborate with legal and policy experts to develop and implement policies, guidelines, and ethical framework governing the responsible and ethical use of AI technologies. Ensure compliance with relevant laws, regulations, and best practices related to AI governance and data privacy.
Talent Development: Leads efforts to recruit retain and develop a diverse team of AI professionals with expertise and skills necessary to support the organization's AI initiatives. Provide mentorship, training, and professional development opportunities to build a high-performing AI workforce.
Collaboration and Partnerships: Establish and maintain partnerships with government agencies, industry stakeholders, and academic institutions to promote collaboration, knowledge sharing, and resource sharing in the field of AI. Represent the CIO organization in external forums, conferences, and working groups focused on AI-related issues.
Risk Management: Assess and mitigate risks associated with the implementation of AI technologies, including cybersecurity threats, data biases, and algorithmic fairness concerns. Develop continency plans and response strategies to address potential disruptions or vulnerabilities.
Performance Measurement: Establish key performance indicators (KPIs) and metrics to evaluate the effectiveness and impact of AI initiatives. Monitor progress, analyze data, and report findings to senior leadership to inform decision-making and resource allocation.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration. To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below.
