The Director, Research Business Operations is responsible for the management and execution of the Army Research Laboratory's (ARL) business activities and ARL's chief source of professional assistance on major questions, controversial points and related matters for business domains to include Human Capital, Information Technology, Resource Management, Acquisition and Supply, Facilities and Infrastructure, and Program Management to include Strategic Partnerships. The Director has the authority to make recommendations, commitments, and decisions for the Director, DEVCOM ARL and Director's staff on agreements and policies dealing with ARL research business operations. Continuously reshapes an innovative partnership agenda and approaches with academic, commercial, other government, and Army organizations across the U.S. and internationally. Provides strategic insight and recommendations to both short-term and long-term planning of the organization. Engages and advises at Senior Executive/General Officer level across the Army, DoD, and other Government agencies on matters related to the full-spectrum of ARL's business domain. Ensures oversight and compliance with complex regulations and policies for a nearly $2B research program conducted by government employees, funded partners and contractors, and collaborators at over 50 national locations and internationally. Issues of particular sensitivity include high-levels of classification, hazards (e.g. explosives, radiation, biological human use, cadaveric testing, and animal use). Analyzes and assesses the foundational research enterprise retrospectively, continuously, and projected forward for performance and trends and recommends new approaches to increase unique value provided to the Army. Integrates ARL's business domain processes with Combat Capabilities Development Command (also known as DEVCOM), higher headquarters, and partners in manner to support command priorities and increase value while in consonance with higher headquarters, Headquarters, Department of the Army (HQDA), Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB) and Congressional direction and Army priorities. Programmatic oversight of a budget of approximately ~$2B annually. Responsible for a workforce of approximately 294 civilians' professionals- administrative, scientific, technical, and support personnel, including 4 Senior Scientific Technical Mangers (SSTMs); 1 military; and approximately 247 contract personnel. Workforce is approximately 75% business professionals (DJ 2/3/4; GS 5-15) with majority at DJ 3.

Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. TQ: I have the knowledge and ability to manage a large and diverse business enterprise to support a research and technology organization including the areas of human capital; information technology; cyber security; resource management; acquisition and supply; facilities and infrastructure; and program management to include strategic partnerships with national and international partners; business and data analytics; and technology transition. Advocate and defend technical business/program recommendations and decisions in adversarial financial, technical and managerial environments.
Acquisition Requirement:
This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):
- This critical acquisition position (CAP) requires PRACTITIONER Level certification in acquisition Functional Area ENGINEERING & TECHNICAL MANAGEMENT". This certification must be met within 4 years of appointment.
