Applies experience and detailed technical knowledge of Information Technology (IT) security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the systems’ life cycle. Administers and maintains assigned IT systems. Identifies system problems that are of an unusual or complex nature and develops corrective action. Tests, troubleshoots and analyzes unusual or complex hardware and software malfunctions to resolve physical and logical processing problems and recommends acquisition of equipment, software and/or hardware which will resolve operational problems. Analyzes and diagnoses system failures to isolate source of problems. Ensures maintenance and upgrade procedures are established in such a way as to minimize disruption to normal business functions which may include ensuring backups of system software and operating system prior to application of upgrades or system security patches in order to provide a means to rollback to a previous baseline.
Continuously identifies and analyzes threats and vulnerabilities to the IT systems to maintain an appropriate level of protection. Manages installation of system security patches and enhancements/updates to ensure system integrity is not compromised. Reviews, analyzes, and validates Corrective Action Plans (CAP), Engineering Change Proposals (ECP), Notification of Revisions (NOR), Plan of Action and Milestones (POAM) packages. Accomplishes risk analysis, security testing, and certification due to modifications or changes to computer systems. Evaluates, assesses, and locally tests and approves all hardware, software, and firmware products prior to installation and deployment on information systems. Executes computer security plans and enforces mandatory access control techniques such as access control lists, operating system security policy, firewalls, or other methods of information systems protection.
Demonstrates some independence in planning time and using assigned resources to accomplish assignments and small projects. Contacts are primarily internal to the organizational unit but will include some contact with customers, contractors, and external organizations. Contacts are typically intended to share information, provide data, and/or written analysis, or to discuss the status of assignment. Contacts are made to resolve operational performance deficiencies; to recommend operational and system requirements; to explain or defend issues; and to participate in interdisciplinary teams.
Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced technical specialist. May provide recommendations to improve work processes. Frequently refers difficult problems and work issues to a manager, program/project manager, team leader, or more experienced technical specialist when guidelines are not available or applicable.
Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity. Work activities typically support the activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO. In some areas, the work may affect the safety and security of customers.
This position requires involvement with and access to classified materials involving Customs & Border Protection Law Enforcement systems, projects, programs, files, drawings and data. The applicant will be required to successfully complete a high risk security level clearance (e.g. Background Investigation).
To qualify for this position at the FV-H (FG/GS-10-12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS- 5-9). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
