A. SUPERVISORY WORK: 50%
Directs and supervises the performance of the Housing Program and the staffs. Establishes priorities and guides staff in the development of policies, methods and participates in developing and executing recruitment and training strategies, assessing technical competencies and delivering training related to maintaining and enhancing human resource programs. Directs, coordinates, and oversees work/program efforts through the subordinate Branch Heads and site managers. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. Assures reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates or assuring comparable equity In the assessment by subordinates of the adequacy of contractor capabilities or of contactor completed work. Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors. Evaluates subordinate supervisors or leaders and serving as the reviewing official on evaluations of indirectly supervised employees rated by subordinate supervisors. Approves selections for subordinate nonsupervisory positions. Recommends selections for subordinate supervisory positions and for work leader, group leader, or project director positions responsible for coordinating the work of others, and similar positions. Hears and resolves group grievances or serious employee complaints. Reviews and approves serious disciplinary complaints. Reviews and approves serious disciplinary actions (e.g., suspensions,) involving nonsupervisory subordinates. Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the unit.
B. PERSONAL WORK:50%
Incumbent is responsible for coordinating and executing all initiatives required by higher authority. Incumbent establishes priorities and guides staff in the development of policies, methodologies, and operating procedures for accomplishing the program's mission. Serves as a link to CNRMA and CNIC for the Housing business line for program development, policies and performance. Incumbent determines workload and budget requirements for the Housing Program on an annual basis, submitting changes as necessary in personnel, workload, travel or other requirements. Oversees the development of a long-range organization work plan for the entire program. Establishes and Justifies staffing requirements and program funds for training, equipment and other support costs. Responsible for budget execution management, including performance reporting and business line metrics to CNIC. Directs changes in plans as necessitated by changes in program emphasis, unforeseen requirements or funding availability. assuring that these changes are in consonance with overall requirements for maintaining program progress and response to clients' needs. Provides interpretation of regulatory material as required. Many major decisions must be based upon the professional, technical, and administrative ability of the incumbent where there are no guides, fixed rules or precedents to follow. Functions performed are extremely complex and broad which involve developing policy, standards, and procedures in undefined and evolving subject matters, with changing rules, competing Interests, and limited funds. The incumbent serves as the primary spokesperson to interface between installation management, higher authority with the DON, the PPV Business Entity, and tenants. Serves as the head of the Member Advisory Group (MAG), the purpose of which is to keep the DON Representative fully informed on all financial and property management aspects of the PPV business entity, thereby enabling the DON Representative to serve effectively as a Director on the PPV corporate board. The incumbent is responsible for ensuring the DON Representative is apprised of the status of military members occupying PPV housing, the fiscal health of the business entity, the long-term projections for capital Improvements, the management of the operation and maintenance budget, the evaluation of incentive payments, the performance of the property management contractor. and numerous other
