About the Position: Sacramento, home to the world's second largest urban forest (behind Paris), sits just two hours between both San Francisco and Lake Tahoe, at the base of the Sierra Nevada mountains. 1. Knowledge and experience with federal laws, regulations, policies, and procedures including research, analysis, and effectively advising in complex areas of federal law such as:
a) Government Contract Law;
b) Federal Fiscal Law;
c) Procurement Fraud;
d) Civil Works Programs;
e) Military Construction Program;
f) Real Estate Acquisition and Disposition;
g) Environmental Law;
h) Non-contract claims;
i) Information Law (FOIA and Privacy Act)
2. Ability to function as a counselor and advisor to staff and management in the District, the Command, and others and to work effectively with other staff management officials within the U.S. Army Corps of Engineers, and other governmental entities, with the public, and with private parties.
3. Ability to balance multiple national (external) and agency (internal) program goals and priorities; ability to review program implementation and results; ability to balance customer programs with legal goals and priorities; and, ability to develop and utilize innovative approaches in solving problems and issues.
4. Ability to communicate effectively, both orally and in writing, with diverse clients and constituencies on varied and complex topics. Please provide a writing sample. WRITING SAMPLES SHOULD NOT EXCEED 10 PAGES
