Serves as Deputy Director of ERDC, sharing responsibility for planning and conducting the technical research program necessary for accomplishment of the ERDC mission, which involves activities throughout the nation and at various overseas locations. Serves under the general direction of and receives broad strategic guidance from the ERDC Director and provides the senior civilian perspective and continuity of leadership to the workforce and stewardship of technical excellence. The emphasis is on both the appropriateness and quality of technical programs; in addition, sound business acumen is required for management of financial, material, information, and laboratory resources. Is actively concerned with the maintenance, development, and improvement of the stature of the ERDC as a scientific organization of national and international repute; its efficiency of operations, and use of the best available knowledge and resources; and its improvement and advancement of knowledge in assigned fields of work. Technical functions encompass oversight of basic and applied research, development, engineering, test and evaluation, post-deployment support, special technical support, and operational programs in support of USACE, Army, DoD, and the Federal government in accomplishing missions important to the national defense and well-being. Shares responsibility for advising and assisting the Commander, USACE on R&D initiatives and by supporting USACE's continuing objective of developing and maintaining a world-class scientific and engineering capability. Provides policy guidance for development, execution, and implementation of all R&D conducted by USACE. Develops and defends R&D investment strategy and provides execution oversight. Interfaces with Army, DoD, other services, a wide range of government agencies, and other national and international technology development and user groups. Formulates and interprets legislative initiatives relating to technology development and implementation requirements for both existing and emerging missions. Principal R&D mission areas include civil engineering, environment, water resources engineering, and the physical sciences as they relate to the USACE military and Civil Works missions. Civil engineering comprises conventional facilities, airfields and pavements, survivability and protective structures, and sustainment engineering. Environment comprises all aspects of environmental quality to include restoration, compliance, conservation, pollution prevention (relating to facilities operation), and regulatory functions related to navigable waters. Water resources comprise major Civil Works business areas such as flood control, navigation recreation, and hydropower. Physical sciences comprise topography, mapping, geospatial data management and application, winter and severe climatic conditions, oceanography, and the impact of environmental conditions on systems and operations. An overarching area is the exploitation of information technology to include direction of one of the DoD Major Shared Resource High Performance Computing Centers.
