Grant/Cooperative Agreement Policy Development and Guidance: Serves as a grants management specialist to promote practices that are compliant with applicable statutes, regulations, best practices, specific program emphases, and other organizational objectives. Identifies gaps in grant management policies, procedures, practices, and documentation; suggests feasible methods to address identified concerns; and works with management to implement improvement recommendations. Represents NIJ/DOJ intra-governmental panels, committees, and working groups responsible for conducting advanced analyses of grant making processes and development of research issues and topics. Maintains effective contact with NIJ scientists, other OJP offices, government agencies, businesses, and contractors, as appropriate, to remain current on new initiatives, programs, grant requirements and regulations, and to develop information on potential areas of cooperation and synchronization of efforts.
Grant/Cooperative Agreement Pre-Award Functions: Participates in pre-award application review to assess the responsiveness of applications against established submission requirements. Reviews the applicant's risk profile and past performance to advise on appropriate methods of constructing selected applicant's award package and assigns a monitoring profile accordingly. Ensures that legal, regulatory, and policy issues are addressed by the selected awardee's submissions in support of program requirements, budgetary requirements, awardee's institutional review board (IRB) reviews, and any other applicable requirements. Drafts award documentation to address any areas of risk or gaps in the grant application. Conducts critical and thorough reviews of the proposed budget to ensure costs are reasonable, allowable, appropriate, allocable, and necessary and works with the recipient pre-award whenever possible to address areas of concern within ethical bounds. Ensures all peer review outcomes and funding recommendations are properly documented and filed prior to making an award.
Grant/Cooperative Agreement Post-Award Functions: Maintains a substantial portfolio of awarded grants and cooperative agreements and works with awardees to ensure all required reports and deliverables are submitted in the timeframe specified by the terms and conditions of the grant or agreement from grant award to grant closeout. Reviews and disseminates awardee reports to ensure compliance with technical, financial, and regulatory requirements of the agreement. Collaborates with OJP financial staff to coordinate budget and planning activities, assess awardee activity, and ensure organizational compliance with regulations for assessment of payments. Assesses grantee performance and both collects and communicates relevant information regarding this assessment to NIJ science staff. Reviews and approves or disapproves requests by awardees for adjustments in requirements, scope, and/or funding and assures all requirements stated in the agreement are met.
