1. Responds and provides operational direction and control to all hazardous material/weapons of mass destruction (WMD) emergency situations. Performs duties as the senior fire officer in charge, providing direction and control of all fire department hazardous material/WMD activities, including operations, training, and logistics. Executes training programs for initial certifications and re-certifications for the following hazardous material/WMD qualification levels: Hazardous Communications training, hazardous materials Awareness level, hazardous materials Operations level, hazardous materials Technician level, and hazardous materials Incident Commander. Personally, conducts training for each level and oversees the training conducted by other Certified Hazmat/WMD trainers within the department. Provides and administers hazardous materials and WMD awareness leveltraining to base personnel and Incident Commander level training to senior wing leadership tasked with on-scene Commander responsibilities. Responds to Hazmat/WMD emergencies and serves as the Incident Commander, Safety Officer, or HAZMAT group leader. Ensures base personnel comply with applicable OSHA/EPA regulations and procedures. Plans and coordinates with base Safety and Environmental personnel. Performs management oversight for the procurement and maintenance of Hazmat/WMD equipment, tools, and materials. Attends meetings, councils, and boards to provide advice and assistance on fire protection and hazardous materials/WMD related matters. Supervises DOD Fire and Emergency Services Firefighter Certification System for all fire personnel.
2. Provides operational direction and control of special fluid fire department operations and training. Manages and provides training on Confined Space Rescue, High Angle Rescue, water and ice water rescue, and wild land Fire Fighting. Executes training programs to provide a sufficient number of fire fighters qualified to perform specialized fire and rescue services and to ensure annual certification. Personally, conducts specialized training. Responds to emergencies involving special operations to provide technical guidance, or to perform duties as Safety Officer. Assumes Incident Command in the absence of the Fire Chief and Assistant Fire Chief of Operations. Develops standard operating procedures to ensure compliance with applicable regulations.
3. Manages the Fire Fighter Occupational Safety and Health Program and the flights self assessment program for the Fire Department. Performs all duties of the Safety Officer and serves as Chairman of the Fire Fighter Occupational Safety and Health Committee. Investigates accidents, which occur in the fire department, completes required reports, and recommends corrective actions. Plans, directs, and coordinates all required actions (i.e., notifying appropriate personnel) to ensure compliance with NFPA Standard 1500 and Occupational Safety and Health Program requirements. Additionally manages the flights National Fire Protection Association (NFPA) 1201 self-assessment program. Oversees the completion of both the administrative and practical portions of the annual NFPA 120 I flight assessment program.
4. Responds and provides operational direction and control over the departments Emergency Medical Support (EMS) program. Performs duties as the EMS coordinator for the fire protection flight. Provides direction and control of all fire department EMS activities, including emergency response, training, and logistics. Executes training programs for initial certifications and re-certifications for all department Emergency Medical Technicians (EMT). Personally, conducts training and oversees the training conducted by other Certified EMS trainers within the department. Responds to major EMS emergencies and serves as the EMS coordinator for the flight. Plans and coordinates with on-base and off-base medical agencies to ensure all federal, state, and local medical protocols are adhered to. Performs management oversight for the procurement and maintenance of medical equipment.
5. Performs duties as Cost Center Manager. Serves as the Fire Protection Flight Cost Center Account Manager. Responsible for annual budget preparation, acquisition, controls, and issue of supplies and equipment. Acts as a mid-level supervisor for all fire department supply custodians. Assigns work to four civilian 5-level employees performing supply account custodian duties. Assigns work based on subordinate's capabilities and sets priorities and suspense. Sets performance standards, evaluates performance, identifies training needs, provides training, ensures safety and housekeeping practices, resolves complaints, and recommends awards to the employees' immediate supervisor.
6. Performs Vehicle Control Officer (VCO) duties. Serves as the Fire Department Vehicle Control Officer. Manages the fire protection vehicle fleet valued at 2.2 million dollars.
Performs other duties as assigned.

Information Assurance Certification is a condition of employment. Per DoD 8570.01-M, the incumbent must achieve the appropriate IA certification within six months of assignment of these duties.

The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.10. Position requires the ability to discern colors, contrast, and depth. 11. May be required to work the Fire Alarm and Communications Center (FACC).12. May be required to participate on Hazardous Materials Teams (HAZMAT).13. May be required to perform duties associated with the operation of aircraft arresting barrier equipment.14.
