Serves as Chief of Staff, Business & Support Services Division, MR and principal advisor to the Director to manage high visibility and coordinate communication of staff operations that affect accomplishment of mission and functions for the division in alignment of Directors intent. Provides coordination and oversight to executive support staff members, administrative staff to the Director, Directorate Deputy Directors and Active-Duty staff assigned to MR. Plans, coordinates and organizes large-scale projects and manages the cooperative efforts of personnel across the Division's organizational boundaries to provide staff support. Advocates priority issues to the Director based on impact and urgency. Serves as Division point of contact in the absence of the Director.
Addresses administrative, technical, logistical and protocol aspects of functions, projects, programs and events from initial conception through completion and evaluation to ensure efficient and effective overall operation, cost effective procurement methods, effective use of technology and a robust communication strategy for complex high visibility Directorate plans that significantly affect overall operation and credibility of the agency. Provides expert advice and direction on appropriate programs or services for customers to define program scope, requirements and deliverables when groups have complex characteristics, i.e., diverse social, economic backgrounds or special needs that require combined resources of many divisions and agencies with conflicting, overlapping, and inconsistent requirements and objectives.
Provides direction on strategy, design, development, and modification of plans to improve integration, flow and effectiveness of the overall operation of MR activities and programs. Cultivates and maintains cooperative working relationships with sister services counterparts, senior Defense officials, leaders of DoD and external institutions, component staff, installation leadership and other professional associates to promote project activities that require negotiation and collaboration with representatives inside and outside the organization, and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs.
Monitors and continuously assesses MR operations and progress toward organizational goals, and develops new and innovative solutions for projects, activities and resources to anticipate and mitigate risks that can have far reaching effects on operations, large groups of people or strategic plans. Ensures implementation and maintenance of quality assurance processes to identify, prevent and correct failing operations and services. Consolidates Directorate needs and identifies, analyzes, specifies, designs and manages functional and infrastructure requirements to translate functional requirements into technical requirements used for logical design and alternative technologies or approaches to use technological resources and capabilities to support and complement existing resources and future needs.
Addresses and resolves matters involving difficult technical problems, application of new or questionable techniques and methods, further clarification, explanation, and negotiation with the Director, MR. Provides expert explanation on application of regulatory and legal requirements relevant to problem situations. Establishes and ensures development of minimum standards: to apply methods and techniques to Marine Corps operations that are new in the federal sector or locality.
Initiates coordination of efforts and provides leadership in formulating methods to get results through cooperative efforts while monitoring coordination of conflicting or overlapping objectives. Advises, counsels, persuades, and negotiates with representatives within and outside the agency, Active-Duty Members, patrons, and representatives from agencies at the federal or local level, representatives of professional societies and other organizations in the community, to gain support and participation, resolve conflicts and controversial disputes and collaborate over applicability of guidelines and operation of programs.
Represents the Division as the Principal Advisor and the expert on various DOD wide/level committees, working groups and process action teams where topics or information on Directorate operations may be discussed that require secret clearance. Provides expert presentations and briefings on all aspects of the program. Participates in phased, milestone and final program reviews. Identifies program documentation requirements or procedures. Executes and leads a proactive, comprehensive, and integrated communications strategy for Directorate programs, products, and services to ensure targeted marketing and appropriate coordination with other agencies, and executive level staff entities.
EVALUATIONS:
Bachelor's Degree in Business or a related field appropriate to the work of the position AND ten years of experience that demonstrates knowledge of and skill to serve as Chief of Staff and direct assistant to the Director, MR to manage high visibility staff operations that affect accomplishment of mission and functions for division, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.
Skill to plan, coordinate and organize large-scale projects and manage cooperative efforts of personnel across organizational boundaries to provide staff support. Skill to provide oversight and day-to-day instructions to executive level personnel, support staff members, active duty and contract personnel assigned to MR. Skill to serve as an advisor and consultant to the Director on matters related to various complex phases of a wide variety of staff programs and missions for a command office. Knowledge of high-level command operations and practices, and broad managerial experience to provide authoritative technical, administrative, and managerial direction, guidance, and supervision to staff members, and coordinate diverse and complex functions with high visibility that require seasoned judgment in areas of operations, logistics, administration, and management. Skill to interpret policies, procedures, regulations, and directives to develop, justify and recommend framework for MR policies, programs, and systems to increase efficiency and effectiveness of functions and operations.
This position had been determined as Non-Critical Sensitive. As a condition of employment, the incumbent must be able to obtain and maintain an Access National Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance to access classified information.
