This position serves as a supervisory land surveyor in a Bureau of Land Management Office. The land surveyor will perform work which involves measurement of public lands, including establishing, investigating and reestablishing land and property boundaries, preparing and reviewing plats, legal descriptions, chain of surveys and other boundary management reports for Federal interest lands; and work that involves knowledge and application of the principles of land surveying in combination with knowledge of land ownership laws.
Duties include serving as a public relations contact concerning major boundary surveys, land ownership issues, and other legal and technical matters related to Federal interest lands that affect recognized Indian Nations and other Federal agencies; planning, preparing, directing, documenting and guiding complex surveys and boundary investigations with other surveyors; designing and collecting accurate geodetic data; preparing field notes of surveys in final form from field returns and preparing plats of surveys in near final form.
The supervisory duties for this position involve establishing, defining, and planning work assignments for Cadastral Survey positions and requires an in-depth knowledge of the program. Position interviews prospective employees and coordinates employees work with other District and State Office personnel. Receives and resolves grievances and conflicts, performs personnel ratings and recommends training. Recommends new positions or reductions and counsels employees on career opportunities. Direct employee performance issues and problems by correcting sub-standard completion of duties. Must employ advanced managerial and leadership skills necessary to ensure proper work planning, scheduling, operations and evaluations in addition to insuring necessary motivation, utilization, and development of subordinates.

Working Conditions: Office work is performed in well lighted, air conditioned or heated rooms. Field work is usually in areas where the terrain varies from nearly level land to mountainous terrain and extreme temperature variables. These locations are often remote with limited vehicular access and wilderness settings. The incumbent must adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer and take all precautionary steps to ensure the safety and well-being of his or her survey crew.
The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. Basic Requirement, Land Surveying Series, 1373
A. Have successfully completed a 4-year bachelor's degree or higher in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
B. Have a combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience, or additional education.
OR
C. Have a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. Note: You must submit proof of your registration based on successful completion of the written examinations.

Minimum Qualification Requirement, GS-12: In addition to meeting at least one of the Basic Requirements listed above, applicants must also have specialized experience to meet the minimum qualifications described below for the GS-12 grade level:

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. - Resume which includes a list of all significant jobs held and duties performed, with dates specified in month and year format, and indicate hours worked per week. If military or civilian, please include your rank and/or grade.

- College transcripts, if qualifying based on education.
- Other Supporting Documents, if applicable, such as:
- Current/Former Federal employees: Your most recent Notification of Personnel Action (SF-50 or equivalent) showing that you are/were in the competitive service, as well as the highest grade (or promotion potential) held, on a permanent basis and containing information which shows you meet time-in-grade (e.g., STEP increase, etc.) You must submit an SF-50(s) that shows permanent (career/career/conditional tenure) and competitive service eligibility to be considered. No award SF-50 will be accepted.
- Former Federal Employees separated from Federal Government over a year ago: Your separation Notification of Personnel Action (SF-50 or equivalent) showing your permanent, competitive status and your last Federal performance appraisal plan/rating. You must submit an SF-50(s) that shows permanent career or career conditional tenure and competitive service eligibility to be considered (No award SF-50 will be accepted). Your last Federal performance appraisal plan must reflect a rating of Fully Successful or equivalent.
- Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, which includes ALL Appointment AND Termination SF-50s for EACH appointment as well as ALL performance evaluations, for each qualifying period of temporary employment claimed.
- Veterans Preference Documentation:
- If you are a Discharged, Non-Disabled Veteran, you must submit a copy of your DD-214 showing character of discharge (Member 4 copy), or other Documentation of Service and Separation under Honorable Conditions, as listed on the SF15. If you don't have your DD-214, you may request it after discharge from the National Archives.
- If you are a veteran within 120 days of discharge, you must submit signed documentation from the Armed Forces certifying: 1) your expected release/retirement from active duty, 2) under honorable conditions, 3) your pay grade/rank/rate at time of discharge, 4) dates of active duty service, 5) any campaign or expeditionary medals received, & 6) dated within 120 days of your separation.
- If you are a Disabled Veteran, Purple Heart Recipient, or Mother or Spouse of a Disabled or Deceased Veteran, you must submit all additional proof required by the SF15, and if applicable, a completed SF15. - Documentation for Interagency/Career Transition Assistance Plan consideration if you are a displaced Federal employee within the local commuting area. You must include: 1) Proof you are a displaced Federal employee, e.g., RIF Separation Notice, Notice of Proposed Removal, etc; 2) SF-50s (Notifications of Personnel Action) showing career/conditional tenure competitive status, promotion potential and duty location; and 3) your most recent performance appraisal. To exercise selection priority, displaced or surplus Federal employees must be rated well-qualified 90 or above on the rating criteria for this position.
- Schedule A, Persons with Disabilities Appointment Eligibles: Schedule A letter from a physician, local, state or federal rehabilitation or benefits office citing disability - eligibility under 5 CFR 213.3102 (u).
- Interchange Agreement with Other Merit Systems Eligible: Documentation of eligibility as listed in each individual interchange agreement.
