Major duties and responsibilities are summarized below.
Supervisory Duties and Program Oversight/Management:
- The incumbent plans the work to be accomplished, sets and adjusts short-term priorities, and prepares work completion schedules.
- Provides consultative services to subordinate employees including advice, counsel, or instructions on work and administrative matters, and promotes work/life balance.
- Provide expert technical, clinical, and administrative oversight and management for all aspects of Counseling and Advocacy services (including services in Clinical Counseling, the FAP, Victim Advocacy, Critical Incident Intervention, and New Parent Support Program (NPSP) at FFSP under the auspices of the region to ensure comprehensive, coordinated, and effective services in compliance with legislation, governing instructions, policies, and standards.
- Serve as the technical advisor and subject matter expert to the Regional Family Readiness Program Director (PD), other regional personnel, and FFSP personnel regarding CAP services.
- Develop regional plans, instructions, directives, policies, Standard Operating Procedures, protocols, and programs for delivery of CAP services in compliance with requirements.
- Advisor to Regional PD on issues relating to effective distribution of funding/staffing resources within the region including the optimal utilization of Counseling and Advocacy positions.
- Serve as regional Point of Contact for inquiries/complaints from commands, agencies, and individuals; for Inspector General Investigations; and for Congressional inquiries regarding Counseling and Advocacy services.
- Implement credentials reviews and privileging procedures and an ongoing Quality Assurance (QA) program including records audits, clinical care reviews, client/command surveys, and clinical supervision/ consultation for all clinical supervisees.
Guidance, Consultation, and Assistance:
- Provide ongoing technical, clinical, and administrative guidance, consultation, and assistance regarding all aspects of CAP services to FFSP personnel and to other related personnel.
- Interpret and assist implementation of laws, instructional requirements, policies, procedures, accreditation standards, and clinical practice standards.
- Provide guidance, consultation, and assistance to assist the FFSP in achieving full and ongoing compliance with FFSP accreditation standards related to CAP services.
- Serve as a consultant to the Clinical Case Staff Meeting (CCSM) within the region.
- Conduct, sponsor, and/or coordinate clinical and technical training for FFSP CAP personnel on the policies, procedures, skills, and knowledge needed to provide services in compliance with requirements and standards.
Regional Coordination and Collaboration:
- Maintain ongoing coordination and collaboration with other regional Program Service Managers and FFSP personnel (including the Work and Family Life Coordinator and Education Services Coordinator) to address regional and Base Counseling and Advocacy service issues and community support issues.
- Provide input to ensure educational curricula, training materials, and marketing initiatives related to CAP services are timely and accurate.
- Work with Base and unit commanders and FFSP personnel to ensure coordination, cooperation, and collaboration among commands and military and community partners in providing Counseling and Advocacy services to address Base needs.
- Disseminate information from higher authority to CAP personnel within the region and provide regional input to higher authority as appropriate.
- Assist NAVPERSCOM and CNIC by participating in Navy-wide projects and activities, including the FFSP accreditation process, Navy-wide meetings/trainings, and working groups established for specific purposes.
Regional Clinical Credentials, Privileging, and Quality Assurance Implementation:
- Serve as the Technical Advisor for the regional Designated Privileging Authority (DPA).
- Provide oversight management and coordination to ensure implementation of credentials and privileging requirements and procedures for FFSP clinical personnel within the region.
- Develop written protocols that assign responsibilities and specify procedures for the clinical privileging and periodic review of providers.
- Ensure establishment of current clinical competency for Tier II and III providers and granting of privileges (initial and renewals) in accordance with Corporate Privileging Authority recommendations and provider competency.
- Conduct periodic monitoring to ensure site compliance with QA and clinical practice requirements.
- Provide recommendations, notifications, and technical support, coordination, and logistical management for Critical Incident Review Communities, Investigations, and Peer Review Panels in response to allegations regarding clinical providers.
