Serves as Director of Futures Integration (DoFI) within the Futures and Concepts Center (FCC). DoFI conducts its work on behalf of the FCC director in support of a single, unifying, Army Multi-Domain Operations concept, to ensure capability requirements are more than the sum of their parts. Applies analysis to a threat, through the lens of the unifying concept and recommends the Army Futures Command (AFC) "top-down" requirements for inclusion in the Army Modernization Strategy (AMS)and Annual Mission Guidance (AMG). Formulates and directs execution of plans and programs to ensure the Future Force Modernization Enterprise (FFME) maintains consistency across Warfighting functions, including synchronization of Doctrine, Organization, Training, Materiel, Leader development, Personnel, Facilities and Policy (DOTMLPF-P) development actions, guiding requirements efforts of the nine FCC Capabilities Development and Integrations Directories (CDIDs) located at TRADOC Centers of Excellence (CoE). Assesses and tracks solutions resourced by current and programmed sources to provide a prioritized recommendation for transforming force capabilities aligned with FCC AMG to support the AMS. Coordinates DoFI Interaction with FFME experimentation. Executes the Joint Capabilities Integration and Development System (JCIDS) Management for the Army. Integrates DoFI Functional Divisions' Support of AFC and HQDA Processes (e.g. Planning, Programing, Budget and Execution (PPBE), Strategic portfolio Analysis Review. Manages the preparation of FPC Leaders for AFC Decision Forums. Supports development of requirements within AFC established integrated process teams (IPTs) and cross-function teams (CFTs). Integrates requirements across warfighting concepts, functions, formations, systems, and time horizons during solution conceptualization and development. Provides capability development support to the experimentation process (Project Convergence (PC), Unified Quest (UQ) Etc.); using results to refine requirements
development and integrating requirements development for innovative technologies identified by S&T and through experimentation and modeling. Has delegated authority and routinely represents the FCC Director at Flag Officer forums throughout the Army and DoD. Provides direct and indirect supervision to 104 personnel in 9 subordinate divisions with fiscal resources in excess of $5.7M; provides guidance to 9 CDIDs. Guidance is received in terms of broad plans, policies and programs promulgated by the FCC Director, CG AFC and higher authorities, many of which are developed based on the incumbent's recommendations. The nature of the functions requires independent work with a high order of originality, foresight, and creativity. Work is primarily evaluated by the overall impact on the quality of long range planning, quality of Capabilities Development (CD) products and research studies; integration of concepts to future capabilities; resource support provided to subordinate FCC elements; and the accomplishments of the FFME CD mission.
