This position is administratively housed within the Department of Compact Operations. The selectee will be physically based in Jakarta, Indonesia.
This is a full-time, term position that will last 36 months. MCC has the option of extending this term appointment for up to an additional 36 months.
Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band 3b which is generally equal to GS-14.

The Senior Resident Advisor assists the RCD to provide ongoing guidance, advice, technical feedback, and support to the Millennium Challenge Account (MCA) compact country entity in implementation.
The Senior Resident Advisor (FMD) serves as MCC's Resident Country Mission (RCM) Lead for the Financial Markets Development Project (FMD) under the Indonesia Infrastructure and Finance Compact. Specifically, the Senior Resident Advisor provides technical assistance and oversight of the FMD Project through close collaboration with MCA-Indonesia, relevant Government of Indonesia (GOI) partners, MCC's RCM, MCC's largely Washington D.C.-based Country Team (CT), the U.S. Embassy, private sector, donors, NGOs, and other stakeholders.
In this role, the Senior Resident Advisor:
Coordinates closely with the MCC RCM, MCC Country Team (CT) and MCC consultants to provide high quality technical assistance to MCA-Indonesia to meet the objectives of the FMD Project and broader compact, while adhering to all MCC and GOI requirements.
Develops effective relationships with relevant government officials, private sector, NGOs, donors, U.S. Government partners including the U.S. Embassy and other agencies to provide a coordinated effort to support MCA-Indonesia's implementation of the FMD Project and broader compact.
Anticipates and troubleshoots potential problems (including substantive or administrative issues) and tracks milestones and concrete progress on implementation of the FMD project and broader compact.
Assists the RCD to coordinate program efforts with MCA-Indonesia and the MCC CT, including consultants, to achieve the timely delivery of reports, plans, approvals, and agreements required for program implementation.
Assists the RCD in organizing and participating in public outreach and representational events in-country relating to the FMD Project and broader compact, including helping to represent MCC in interactions with donors, representatives of the local business community and civil society, and other interested parties.
Carries out such other roles and responsibilities and special projects related to MCC activities as may be delegated or requested by MCC Washington or MCC's RCM.
Guides FMD and other consultants supporting the compact by establishing and communicating guidance and performance expectations to consultants.
Assists the RCD in coordinating in-country visits by MCC staff, technical advisors and US government officials. Assists the RCD to manage, supervise and report on MCC's in-country presence, including procurement, staffing, budgeting, financial and asset management needs
Assists the RCD in day-to-day management of locally engaged staff, and of the MCC office in country.
Assists with responsibilities as may otherwise be requested by the RCD to facilitate implementation of the Compact, including special projects.
Performs related duties as assigned.
