The purpose of this position is to serve as the Associate Deputy Assistant Secretary (Financial Operations) for the Deputy Assistant Secretary of the Air Force for Financial Operations, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Pentagon, Washington D.C. by providing executive leadership, management, and broad technical knowledge, skill and experience on all accounting and financial management activities and operations in compliance with Public Law Title 10 U.S. Code, Section 8022. The incumbent provides executive-level business judgment and decision-making impacting worldwide financial operations focused on fundamental change and improvement in the way Air Force supports the warfighter. The Financial Operations Office interprets accounting, financial and management data, defines, integrates, and initiates innovation, transformation and financial management concepts, doctrine, policy, and process changes with OSD, DFAS, DoD, JCS, Combatant Commanders and MAJCOM staffs; and is designated audit follow-up and resolution official in accordance with the Inspector General Act and implements the Anti-deficiency Act for the Air Force. The incumbent's advice and guidance directly impact the efficiency and effectiveness of the financial planning and management of Air Force daily operations.
This position ensures the development of the enterprise accounting and financial operations in relation to day-to-day process controls and system affiliation; sets standards, advocates for resources required to support accounting and financial operations and activities providing accounting and financial support across the Air Force. The incumbent ensures the Department's accounting, reporting and other financial activities, comply with applicable statutory requirements; ensures the Departments annual financial statements are submitted on time and identified weaknesses and deficiencies are resolved in a timely manner; the Departments' financial management systems are compliant with applicable government wide requirements; and senior management has both a fleet-wide and enterprise-wide perspective on financial information necessary to facilitate decision making. The Associate Deputy Assistant Secretary (Financial Operations) serves as the Chief Accountant and senior advisor to the Assistant Secretary and senior staff. The individual's advice and guidance directly impact the efficiency and effectiveness of the financial planning and management of the Air Force's daily operations. The Associate Deputy's responsibilities include experience and executive oversight of the Air Force Financial Improvement and Remediation (FIAR) Audit, preparation and submission of quarterly and annual financial statements as defined in OMB Circular A-136 and related/successor guidance; review and promulgation of accounting standards and policies, management and execution of the Managers Internal Control Program as defined in OMB Circular A-123, and oversight of the Air Force Anti-Deficiency Act program.
Accounting/Reporting, Financial Services/Operations and Accounting Transformation. Provides technical expertise and guidance to the Deputy Assistant Secretary Financial Operations, the Principal Deputy Assistant Secretary and the Assistant Secretary Financial Management and Comptroller
and other Air Force senior leaders on diverse financial services/operations and accounting reporting and transformation initiatives. Reviews studies and other products of program activities, ensuring compliance with directives; advises the Deputy Assistant Secretary Financial Operations when remedial action is necessary, interprets and organizes stated and implied tasks for management, articulating, these tasks both in writing and orally; and ensures the effectiveness and efficiency of the Department's accounting, reporting and other financial activities, with emphasis on compliance with applicable statutory requirements.
Policy & Guidance: Provides direction and recommends action on matters pertaining to the formulation, review and execution of policies, programs, and plans encompassing Air Force-wide financial management innovation and transformation activities. Provides guidance, interpretation,
information and direction as appropriate to OSD, other Services and Military Departments, CSAF, CSO, Air Force Major Commands, Direct Reporting Units, and Field Operating Agencies.

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
