Consisting of three sections and Front Office service groups, with a staff of approximately 70, OPP manages an annual budget of approximately $560 million. OPP supports research in all areas of fundamental science and engineering in polar regions through research grants and awards to universities and other research organizations. Through OPP, NSF's Director is staffed to chair the Interagency Arctic Research Policy Committee, as stipulated by the Arctic Research Policy Act of 1984 as amended in 1990. Through OPP, NSF fulfills the Presidentially mandated role (Presidential Memorandum 6646) of single point coordinator of the U.S. Antarctic Program (USAP) on behalf of all of government. OPP oversees logistics, infrastructure, and science support needed for the conduct of research in both polar regions. This includes technical oversight of sizeable logistics support contracts with the private sector and the enlistment of cost reimbursable support services by a range of government agencies, including the Department of Defense. In addition, OPP interfaces with other federal agencies and international partners to meet their mission needs.
The Arctic Research Support & Logistics Program is responsible for planning, budgeting, and overseeing the infrastructure, operations, and logistics support for science projects funded by the Arctic Sciences Section. This includes direct support for Arctic research field projects; facilities operation, engineering, and construction needed to maintain Arctic research stations and the supporting infrastructure; scheduling of icebreakers and other research vessels with appropriate equipment to meet project requirements; provision of specialized information technology and communication infrastructure; and coordinating the airlift, sealift and other support that comprise the Arctic logistics infrastructure for the program.
The Facilities Construction & Maintenance Manager has the lead for facilities construction and upgrades in the Arctic. The incumbent works collaboratively with three other program managers, contracted management services, architectural and engineering firms, the prime Arctic support contractor, other Federal agencies providing subject matter expertise, and facility user fora. The incumbent will focus primarily on recapitalization efforts at Summit Station in Greenland based on goals outlined in a long-range facilities plan. All aspects of the project must meet the criteria for operation in extreme and isolated environments with limited access. The incumbent will collaborate on budgeting for the project and developing program priorities. The incumbent will develop, negotiate, review, and help oversee contracts, subcontracts, inter-agency memorandum of agreements, cooperative agreements, and grants as needed to provide engineering or other technical services. The incumbent will work with other logistics and science program officers to help ensure that the operating infrastructure is responsive to the science support, safety and health, logistics, and operations functions of Summit Station and at other locations, such as Toolik Field Station in Alaska.
The incumbent will work within a diverse section that is composed of full-time program managers, DoD liaison officers, contract personnel, and support staff. The anticipated budget for the Summit Station Recapitalization project is $8-12M annually until the project is complete.
II. Principal Duties and Responsibilities
Working closely with other program managers, the Facilities Construction & Maintenance Manager has the following specific responsibilities:

The position recruited under this announcement will be filled under the following appointment option:
Intergovernmental Personnel Act (IPA) Assignment: Individuals eligible for an IPA assignment with a Federal agency include employees of State and local government agencies or institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period up to two years, with a possible extension for up to an additional two-year period. The individual remains an employee of the home institution and NSF provides the negotiated funding toward the assignee's salary and benefits. Initial IPA assignments are made for a one-year period and may be extended by mutual agreement. Salary: The salary noted above is based on the rate of pay for Federal Program Directors. The IPA assignment salary is based on the current salary at the IPA's home institution.
Temporary Excepted Service Appointment: Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits and life insurance) are applicable for appointments of more than one year. Temporary appointments may not exceed three years.
Visiting Scientist, Engineer, and Educator (VSEE) Program: Appointment to this position will be made under the Excepted Authority of the NSF Act. Visiting Scientists are on non-paid leave status from their home institution and placed on the NSF payroll. NSF withholds Social Security taxes and pays the home institution's contributions to maintain retirement and fringe benefits (i.e., health benefits and life insurance), either directly to the home institution or to the carrier. Appointments are usually made for a one-year period and may be extended for an additional year by mutual agreement.
