The Division of Data (DOD) is directed by the Chief Data Officer (CDO) and serves as the leading authority on the CFTC’s enterprise data strategy and data governance approaches. The CDO reports directly to the Chairman and is responsible for all DOD programs to successfully execute the Commission’s data governance and data management responsibilities. As an executive at the Commodity Futures Trading Commission (CFTC or Commission), the incumbent serves as the Chief Data Officer and Director of the Division of Data (DOD) and is a key member of the agency's leadership team. In this role, the executive is responsible for directing one or more key programs, advising the agency on data driven decision-making, and collaborating across organizational lines on agency-wide issues. DOD is comprised of the Data Operations and Standards Branch, which focuses on data engineering, data architecture and development, data requirements collection and analysis, data standards development, data strategy development, and information classification and management.
As Chief Data Officer, the incumbent initiates and leads the CFTC’s efforts in collaborative coordination, creative problem-solving, and administrative authority in addressing the full range of data governance and data management activities. Their responsibilities include:

To qualify for the CT-18, you must possess at least one year of specialized experience equivalent to the CT/GS-15 level in the Federal service, or comparable experience gained outside federal service.
Specialized Experience is defined as experience advising on and overseeing all matters related to data governance and enterprise data strategy to support an organization’s goals and objectives.
Must demonstrate the ability to perform at an Executive Level – see competencies below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Mandatory Technical Qualifications
1. Experience executing data management best practices and strategies that align business needs with advanced analytics capabilities for complex structured and unstructured data sets to develop a modern data architecture that effectuates effective procedures, standards, and controls at every stage of the data lifecycle to solve critical enterprise challenges.
2. Comprehensive experience in data governance (including creation, application, and maintenance of data standards) and experience developing and implementing data policies and strategies that comply with the Foundations for Evidence-Based Policymaking Act of 2018 and the Open Electronic and Necessary Government Data Act.
3. Skill in preparing and presenting to senior officials that explains information management and data architecture issues in understandable ways to diverse audiences.
