The Assistant Administrator for Recovery leads the Recovery Directorate and is responsible for providing the core Federal disaster recovery capability needed to save lives, reduce suffering, and protect property and communities throughout the Nation that have been overwhelmed by the impact of a disaster, regardless of cause.
The incumbent serves as the principal advisor to the Associate Administrator/Deputy Associate Administrator for Office of Response and Recovery on the development and implementation of operational policies, procedures, and capabilities for use by FEMA and other Federal Departments and agencies to deliver short- and long-term disaster recovery assistance to states, tribes, territories, local governments, communities and individuals.
The incumbent directs, manages, and oversees the development and implementation of policies, procedures and operations for assigned programs. Establishes plans and practices for effectively carrying out the mission of the Recovery Directorate while assuring the effective and efficient use of allocated resources, adherence to Agency regulations, policies and objectives and an understanding of the goals of the President, Congress, and the Department of Homeland Security.
The incumbent oversees the development and implementation of short- and long-term recovery programs and services in support of FEMA, DHS and the Federal government’s role in providing timely, compassionate and needed assistance to states, tribes, territories, local governments, communities and individuals recovering from a disaster.
The incumbent reviews new directives, legislation and regulations relating to assigned programs and makes recommendations to the Associate Administrator/Deputy Associate Administrator concerning their impact on efficiency of operations and the most effective means of implementation. Monitors and evaluates the performance of disaster recovery programs, services, and ensures the efficient and cost-effective development and utilization of management information systems and other technology resources to meet organizational and Agency needs.
The incumbent represents the Associate Administrator/Deputy Associate Administrator at meetings and negotiations with key officials within and outside FEMA on major considerations within assigned areas, exercising authority to speak for him/her and to commit to specific actions within the bounds of Agency policies and regulations.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS – MANDATORY
- An in-depth working knowledge of the development and delivery of Federal disaster operations and functions. Including comprehensive knowledge of the Federal programs and policies that affect the Agency’s emergency management programs and broad knowledge of the disaster recovery authorities of other Federal Departments and agencies, as well as their emergency operations procedures and those of SLTT governments.
- Ability to identify and integrate key issues affecting the organization (political, economic, social, technological) and grasp the significance of new developments, and the ability to evaluate trends and continually examine the quality of program activities.
- Ability to ensure key national and organizational goals, priorities, values, and other issues are considered in making program decisions and exercising leadership to implement and ensure that the organization’s mission and strategic vision are reflected in program delivery and the management and application of resources.
- Ability to communicate effectively, both orally and in writing, with emergency management stakeholders and high-level officials to build coalitions, as well as manage a diverse and complex organization, ensuring human resource strategies that meet the organization’s goals for achieving maximum potential of all employees in a fair and equitable manner.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); however, applicants must address the Technical Qualifications (TQs) within their resume.

ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
