The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.
Lead and conduct an analytic production program on developments and trends in societal issues, social cohesion and societal change, to include issues related to governance, of individual and collective identity, religious and political ideologies, gender issues, racial and ethnic conflict, LGBTQ+ issues, demographics, human rights, repression, and corruption. Work with the D/NIO for Governance to manage production and intelligence support to policymakers and deconflict overlapping issues.
Serve as the Strategic Futures Group (SFG) point of contact and expert resource for functional counterparts in the IC and policy communities on broader governance and societal issues and social stability issues. In doing so, lead, initiate, cultivate, and maintain productive working relationships with the policy, defense, and intelligence communities, as well as policy committees, law enforcement, and development and humanitarian agencies as appropriate, to support US strategy, policy development, and contingency planning.
Facilitate and manage frequent meetings among IC analysts to establish IC analytic and collection priorities related to the portfolio. Coordinate on portfolio relevant intelligence products for senior policy makers. Collaborate with functional offices across the NIC to ensure a functional perspective is included in their work, and vice versa.
Engage with senior U.S. Government policymakers, National Security Council, State Department, USAID, Department of Defense (DoD), and Combatant Command strategic planners on issues within the portfolio. Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders as necessary on issues related to the analytic portfolio. Support the DNI representative to Deputies Committee (DC) and Principals Committee (PC) meetings on issues related to the analytic portfolio.
Foster and strengthen relationships among analysts from across the IC and with academia, think tanks, the business community, and other nongovernment subject matter experts to ensure that the IC has a comprehensive understanding of emerging transnational and transfunctional issues of strategic importance. Organize analytic exchanges and other forums to draw on expertise from outside the government to support IC analysis and written production.
Lead and manage the societal issues, identity, and ideological content for the upcoming Global Trends 2045 and participate in overall research, writing, and production of the report.
Contribute to discussions in the SFG centered on other strategic (global, transnational, and/or long-range) issues of importance to senior US policymakers, defense planners and/or warfighters.
Recognize, value, build, and leverage diverse collaborative networks with the ODNI and across the IC.
